incorporate all of the 6,502 sq ft building on the site, located on the north side of E. Blacklidge
Road, located at the northeast corner of Blacklidge and N. Stone Av.
The request represents a modification to an existing commercial use, specifically a marijuana
dispensary, by adding square footage to the use in the form of additional existing square footage
of the structure, and to add a drive-thru. The site is an area of mixed commercial and residential
uses – and the proposed uses in this request appear to be compatible with the surrounding land
uses.
Pima County Development Services Department, Planning Division supports the proposed
rezoning request.

Thank you for the opportunity to comment on TP-ENT-0126-00001 – 25 E Blacklidge Dr, a request by DESA for a special exception land use permit of an approximately 0.83 acres to allow for a drive through and storage space. This special exception land use permit is located 100 feet northeast of intersection of North Stone Avenue and East Blacklidge Drive.
The Tucson Airport Authority approves the subject special exception land use request and does not have any additional comments to provide.

1. Previous review comments under pre-application ACTIVITY NO: TP-PRE-1025-00226 dated 11.17.2025 have been considered and implemented on to this current preliminary development plan graphic.

“Any plant material affected by this addition shall be moved or replaced and located on the south side of the new wall at the same number and size required on the originally approved landscape plans. Adjust the irrigation layout as necessary for the plants that have to be moved. The wall placement and landscape requirements have been discussed and coordinated with the engineer prior to this pre-application meeting. *During the pre-application conference with the Applicant(s) the following recommendations where discussed: Include a leader call out to the PDP stating that the planting and irrigation modifications due to the new screen wall location will be handled through a revision to the approved development package.”
