Arcadia-Alamo Area Plan

This well site is being evaluated as a new well site, not a modification of existing conditions as an already existing water well site. The well equipment and screening that existed on the site was demolished and removed over one year ago, and the site has been completely cleared with the exception of the old well, abandoned water line, and new well. As a new development, the proposal should incorporate Plan Tucson and Arcadia-Alamo Area Plan policies related to compatibility and design; as well as complying with the UDC use specific standards (or at least explain more in-depth as why they can’t be met), such as meeting the building setback of 20-foot requirement. Special Exceptions to UDC requirements should especially be weighed against the incorporation of design elements guided by Plan Tucson and Arcadia-Alamo Area Plan Policies.

There appears to be an opportunity for more landscaping at a greater depth along Beverly; walls; as noted in neighborhood meeting identify on PDP what trees are to be preserved and how. Some examples of other well sites or utility sites that provide design more in-line with Plan Tucson and Arcadia-Alamo policy direction are:

· the Tucson water site between 407 and 413 S La Jolla Ave is partially screened, allowing pedestrian traffic through the parcel between La Jolla and Linden Park without closing the site completely to pedestrian traffic.

· the TEP Substation at 2645 N Sparkman Blvd incorporates defensible space concepts from Plan Tucson’s Public Safety policies, designing private spaces that incorporate principles of defensible space. This site also incorporates Public Health policy goals by creating a “Pocket Park” space encouraging physical activity and promoting healthy living by using design to encourage the use of a substation site as a pedestrian destination within the community. Note that this site created additional traffic also enhances the security of not only the site, but of the surrounding neighborhood by activating that space through encouraging pedestrian activity.

· The well site at 2525 N Treat Ave is another example of the use of defensible space, rainwater harvesting, and enhancing the site according to the aforementioned Plan Tucson policies. While this site’s design was accomplished through a public-private partnership with the surrounding community members, it was also a much larger site than the proposed development on Beverly Ave.

· The “Seneca Park” location in the vicinity of 3700 N Dodge Blvd is another example of how rainwater harvesting and stormwater retention can be used to create a public space, enhancing site and neighborhood security while encouraging healthy activity and activating the space. The site isn’t an official city park, but a creative activation of semi-public space by Pima County Flood Control District.

A new well development can incorporate the policies and goals of Plan Tucson and the Arcadia-Alamo Area Plan by reducing the lot coverage of the proposed well site, increasing the landscape area while increasing the proliferation of tree cover and stormwater retention. Creative activation of the space through clever landscaping design and landscaped trails enhances site security and neighborhood security at the same time while meeting policies related to Public Infrastructure in Plan Tucson.

This request does not contain adequate information to determine plan compliance. Application requires resubmittal of the information requested below.

Please revise your PDP to demonstrate compliance with Plan Tucson policies governing Public Infrastructure as well as related policies. Work to ensure compliance with all use specific standards. Where an exception to the use specific standards are requested please provide a justification for that exception.
