If they are to be treated as all one single building, then it will be required that the entire building located at 440 N 7th AV be fully flood proofed in compliance with Section 26 - 11.2.(7) of Part II of the City of Tucson Code https://codelibrary.amlegal.com/codes/tucson/latest/tucson_az/0-0-0-19689#JD_26-11.2 .

If flood proofing is not desired, then there are three options:
1. Reduce scope of work to remain under substantial improvement budget
2. Get a complete current appraisal done for the single structure to possibly have a greater budget cap
3. Bring the structure into full floodplain compliance which includes but not limited to - elevating the structure out of the floodplain

If they are found to be structurally separated buildings, then it will be required that each structure get professionally appraised for their individual value, it will then be required to separate the cost estimate into work corresponding to each building so that substantial improvement calculations can be done for each structure.
