Site Engineering comments are as follows:

1. Floodplain Use (FPU) Permit TE-FPU-1026-00405 was created on the applicant’s behalf because the project exists within a in a COT Floodplain associated with the 18th St Wash Basin. This project is subject to Substantial Improvement (SI) calculations.
2. The contractor must provide a detailed cost estimate in accordance with Substantial Improvement and Substantial Damage (SI/SD) requirements. The cost estimate must be submitted on official company/contractor letterhead and shall itemize all costs associated with the proposed scope of work, broken down into separate line items including, but not limited to:
• Labor (all trades)
• Materials and Equipment
• Overhead and Profit
• Warranties, Permits, and Fees
3. The cost estimate must reflect the full market value cost to complete the proposed work. Estimates that reflect only partial scopes, discounted rates, or owner-supplied labor must still account for the fair market value of all work performed. NOTE: Lease agreements, payment plans, financing agreements, or any other financial instrument will not be accepted as a substitute for a bona fide contractor cost estimate.
4. The required cost estimate must be submitted and approved prior to TC-RES-0926-05450 receiving final approval and issuance.
5. Please only provide a finalized cost estimate document to the FPU permit submission. (TE-FPU-1026-00405)

*The improvements made to the original structure may not exceed the 50% threshold for Substantial Improvement based on the value of the structure. To remain within FEMA floodplain compliance the cost for improvements must remain under 50%. The estimated value for this structure is $116,864.80, making the threshold for improvements $58,315.
