| 10/16/2023 | Site Engineering | REQUIRES RESUBMIT | Building in the wash will require several things: 1. A hydrology report from a registered civil engineer that shows the hydrology on the site and how the fill in the wash will affect both the proposed building as well as the surrounding properties. The hydrology report must include an encroachment analysis to ensure that the fill does not raise the flood elevation for surrounding properties. 2. An Environmental Resource Report. The wash is a protected riparian area and any removal of plants must be documented and mitigated. A licensed landscape architect must provide an environmental resource report for the site and a mitigation plan for any proposed plant removal. 3. Because the proposed fill is more than 2 feet, differential grading procedures must be followed for the site. The differential grading process is outlined in section 2-01.8 of the Technical Standards Manual (https://codelibrary.amlegal.com/codes/tucson/latest/tucson_az_udc/0-0-0-10399 scroll down to section 2-01.8 Fills). Differential grading requires that the applicant provide written justification for the engineering reason that the grading needs to be in excess of 2 feet, approval of the PDSD director, notification and approval of the fill to the owners of the neighboring properties, and a mitigation plan that is acceptable to the neighbors and to PDSD. Differential grading also requires submittal of a grading permit (development package permit type in TDC Online).
