Please review comments from Joe Macaulay on 8/24/26 (#2-5 are duplicated below). To move forward a cost estimate must be uploaded per the requirements listed below. 2. The required cost estimate must be submitted and approved prior to TC-RES-0826-04488 receiving final approval and issuance. 3. The contractor must provide a detailed cost estimate in accordance with Substantial Improvement and Substantial Damage (SI/SD) requirements. The cost estimate must be submitted on official company/contractor letterhead and shall itemize all costs associated with the proposed scope of work, broken down into separate line items including, but not limited to: • Labor (all trades) • Materials and Equipment • Overhead and Profit • Warranties, Permits, and Fees 4. The cost estimate must reflect the full market value cost to complete the proposed work. Estimates that reflect only partial scopes, discounted rates, or owner-supplied labor must still account for the fair market value of all work performed. NOTE: Lease agreements, payment plans, financing agreements, or any other financial instrument will not be accepted as a substitute for a bona fide contractor cost estimate. 5.
