2. The required cost estimate must be submitted and approved prior to TC-RES-0326-01355 receiving final approval and issuance.
3. The contractor must provide a detailed cost estimate in accordance with Substantial Improvement and Substantial Damage (SI/SD) requirements. The cost estimate must be submitted on official company/contractor letterhead and shall itemize all costs associated with the proposed scope of work, broken down into separate line items including, but not limited to:
 Labor (all trades)
 Materials and Equipment
 Overhead and Profit
 Warranties, Permits, and Fees
4. The cost estimate must reflect the full market value cost to complete the proposed work. Estimates that reflect only partial scopes, discounted rates, or owner-supplied labor must still account for the fair market value of all work performed. NOTE: Lease agreements, payment plans, financing agreements, or any other financial instrument will not be accepted as a substitute for a bona fide contractor cost estimate.
