This property is located almost entirely within a designated City of Tucson Floodplain, associated with the Alvernon Wash running along the eastern property boundary. Because this commercial building permit involves fire repair/remodel to a Pre-FIRM structure (constructed prior to the effective date of the first Flood Insurance Rate Map, 1978) situated within a designated Special Flood Hazard Area (SFHA), this project is subject to Substantial Improvement/Substantial Damage (SI/SD) review in accordance with FEMA guidelines and local floodplain regulations. A thorough and complete cost estimate must be submitted as part of this review process.
Because this property is located within a locally regulated floodplain, the Substantial Improvement/Substantial Damage (SI/SD) determination process will be applied to this structure as proposed. The following deficiencies in the submitted cost estimate must be addressed prior to continuation of review:
1. The cost estimate must be revised to meet the following requirements:
a. Full Itemization Required - The cost estimate must itemize all costs associated with the proposed scope of work, broken down into clearly separated line items. Lumped or consolidated figures will not be accepted. Failure to separate the following categories will result in resubmission. Required line items include, but are not limited to:
1. Labor — all trades must be listed separately – labor must be separated from items
2. Materials and Equipment
3. Overhead and Profit
4. Warranties, Permits, and Fees
b. Fair Market Value Standard - The cost estimate must reflect the full fair market value cost to complete all proposed work. Estimates that reflect only partial scopes of work, discounted rates, or owner-supplied labor are not acceptable unless they are adjusted to reflect the fair market value equivalent of all work performed.
c. Full Pre-Damage Restoration Scope Must Be Reflected - For all repair work, the cost estimate must include the full cost to restore the structure to its pre-damage condition — regardless of whether the owner intends to perform all that work. If the owner has elected not to replace certain damaged components, or has chosen more cost-effective alternatives, those items must still appear in the cost estimate and must be clearly identified as "existing condition — not being replaced" or "owner has elected not to perform." These items may not be omitted from the estimate.
2. NOTE: Code Compliance Costs — Electrical, Insulation, and HVAC: This requirement is particularly critical with respect to building code compliance upgrades. The cost estimate must reflect two distinct values for applicable systems:
- The cost to restore the system to its pre-damage condition, and
- The cost to bring the system into current code compliance
