Site Engineering comments are as follows:

1. The proposed project lies within the delineated Floodway of the Tanque Verde Creek. The only permissible condition under which this structure may remain in the floodway is that it comply with or be brought into compliance with Substantial Improvement regulations.
2. Please provide an appraisal for value if the structure as it was prior to the improvements made in 2023. Only a bona fide appraisal or contractor’s fair-market cost to construct will be accepted.
3. The contractor must provide a detailed cost estimate in accordance with Substantial Improvement requirements. The cost estimate must be submitted on official company/contractor letterhead and shall itemize all costs associated with the proposed scope of work, broken down into separate line items including, but not limited to:
• Labor (all trades)
• Materials and Equipment
• Overhead and Profit
• Warranties, Permits, and Fees
4. The cost estimate must reflect the full market value cost to complete the proposed work. Estimates that reflect only partial scopes, discounted rates, or owner-supplied labor must still account for the fair-market value of all work performed. NOTE: Lease agreements, payment plans, financing agreements, or any other financial instrument will not be accepted as a substitute for a bona fide contractor cost estimate.

*The improvements made to the original structure may not exceed the 50% threshold for Substantial Improvement based on the value of the structure. To remain within FEMA floodplain compliance the cost for improvements must remain under 50%.
