The cost to repair the Pre-FIRM structure at 6334 E MALVERN ST in a FEMA X-100 Zone exceeds the 50% threshold for Substantial Damage, and the structure must be raised to City of Tucson Floodplain Standards. 

This assessment is based on the value of the structure from the Pima County Assessor before the event of damage (value of structure only = (65%)(FCV) = (65%)($229,599) = $149,239), and the provided document for cost to repair ($176,718.43). The estimated cost to repair is 118.4% the value of the structure meaning it is Substantially Damaged. 

When a pre-FIRM structure is Substantially Damaged and is in a floodplain, it must then be brought to floodplain standards. 

This may be accomplished in a few ways: 
The structure be raised to have the FFE 1-ft above Base Flood Elevation. Base Flood Elevation for this property was determined to be BFE = 2596.04-FT NAVD 88, therefore regulatory flood elevation is FFE = 2597.04-FT NAVD 88. 
Build a new structure to regulatory flood elevation (FFE = 2597.04-FT NAVD 88).

The basis for determining the current elevation of the structure is to have a registered surveyor or engineer complete an Elevation Certificate to first determine the current FFE, then that document serves as what the current elevation is, and what elevation it would have to be raised to.
