The proposed improvement for solar panels exceeds Substantial Improvement under National Flood Insurance Program (NFIP). The current improvement, and past improvements in the past 10 years equate to 61.16% of the value of the structure; typical structures in FEMA AE floodplain must maintain improvements under 50% of the value of the structure for a 10-year period. However, historic structures are exempt from substantial improvement. Therefore, approval for SD-0526-00073 is required prior to issuance of floodplain use permit.
