1. It should be noted that the provided cost estimate did not break down the project as cost of materials and labor by line item values.

Additionally, the current valuation of the structure based on the Pima County Assessor’s valuation approximates at $195,000. This valuation is the standard basis of taking 65% of the FCV (65%)(300,000) = 195,000.

Based on previous improvements and permits to the structure, the provided valuation of work to be completed and the allowable value allotted within a 10-year period has exceeded 50%. (TC-RES-0225-01105/TC-RES-0425-01702/TE-FPU-0525-00212 = 39.94%) (TC-RES-0326-01522/TE-FPU-0326-00106 = 21.22%) = 61.16%

Therefore, the current valuation would trigger substantial improvement.
To proceed with the intended project, then the structure would need to show proof of historic status from the state of Arizona or be elevated to regulatory floodplain elevation. Else, the scope must be reduced to remain under 50% the value of the structure.
