2. The cost estimate must reflect the full market value cost to complete the proposed work. Estimates that reflect only partial scopes, discounted rates, or owner-supplied labor must still account for the fair market value of all work performed. NOTE: Lease agreements, payment plans, financing agreements, or any other financial instrument will not be accepted as a substitute for a bona fide contractor cost estimate.
3. As currently shown, there is little to no breakdown in regard to the cost estimate, ensure a proper detailed cost estimate be provided at time of resubmission to the FPU permit.
