| External Reviewers - Pima County Assessor | REQUIRES RESUBMIT | Office of the Pima County Assessor 240 N. Stone Ave. Tucson, Arizona 85701 SUZANNE DROUBIE PIMA COUNTY ASSESSOR TO: City of Tucson Development Services FROM: Karl Christensen GIS Analyst Pima County Assessor’s Office Karl.Christensen@pima.gov (520)724-3125 DATE: January 17, 2024 RE: Assessor’s Review and Comments Regarding: (SUBMITTAL 1) TD-DIV-1223-00134 – PARK & ALVORD - FINAL PLAT * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * Plat meets Assessor’s Office requirements. __X___ Plat does not meet Assessor’s Office requirements. COMMENTS: Deficient Requirements: • The project area in the location map must be outlined and/or have an arrow pointing to it. • There must be a section tie, with a bearing and dimension from the section corner or quarter corner to the point of tie on the subdivision. • The subdivision Perimeter Line must be solid and the heaviest lineweight on the plat. Lot Lines (and Common Area Lines) must be solid and the next heaviest. Lines for erosion setbacks, floodplain lines, etc. should be the lightest lineweight and be dashed or dot-dashed. • All adjacent subdivisions should be named, with map and plat in the appropriate areas around the subdivision. Additional Notes: • Please note that the Chord length annotation for Lot 3’s South West curve segment appears incorrect in this plat and the Record Of Survey from which this plat is sourced (presumably an un-updated copy/paste). • Please note that this plat, and the Record of Survey from which this plat is sourced, currently have the set monumentation for the Right-of-Way return curve at Park Ave. & Alvord Rd. NOT coincident with the current Right-of-Way as it exists. The practical effect of this is that a portion of APN: 140-25-061C will be left as residue. Please see the image below showing the current linework for the parcels as they currently exist, versus how this plat (and source Record of Survey) show the linework. The honeycomb hatched area would be left as residue. Please review this, and if this was NOT the intent, changes will need to be made to this plat to align with the true intent. NOTE: THE ASSESSOR’S CURRENT INVOLVEMENT IN PROCESSING ITS MANUAL MAPS TO DIGITAL FORMAT IS EXPEDITED GREATLY BY EXCHANGE OF DIGITAL DATA. IN THE COURSE OF RECORDING THIS SUBDIVISION YOUR ASSISTANCE IN PROVIDING THIS OFFICE WITH AN AUTOCAD COPY WOULD BE GREATLY APPRECIATED. AUTOCAD DWGS CAN BE SENT TO THE EMAIL ABOVE. THANK YOU FOR ANY DIGITAL DATA PREVIOUSLY SUBMITTED. | |||

| External Reviewers - Tucson Airport Authority | REQUIRES RESUBMIT | January 24, 2024 Planning and Development Services City of Tucson 201 North Stone Avenue Tucson, AZ. 85701 RE: TD-DIV-1223-00134, 2 parcels at the ne corner of Park and Alvord to be divide into 4 lots / 5859 S Park Ave, Tucson, AZ. 85706, Received December 29, 2023 To whom this may concern, Thank you for the opportunity to comment on TD-DIV-1223-00134, a development plan for a two existing lots into four future lots for a future housing development at 5859 South Park Avenue. This development is located in the N.E. quarter of the N.W. quarter of Section 7, Township 15S, Range 14E, of the Gila and Salt River Meridian. The development site occupies parcel number 140-25-061C and 140-25-061D, covers approximately 0.51 ± acres, and is zoned as Office Zone 3 (O-3). The nearest major roadway intersection is East Alvord Road and South Park Avenue, approximately 50 feet to the southwest of the subject development. This site does lie within the Tucson International Airport avigation easement requirements and public disclosure area, FAA traffic pattern airspace, and FAA Part 77 airspace. The Tucson Airport Authority is requiring a resubmit of this project. These conditions must be included in the plan documents and shall be identified in the general notes section of all future plans submitted to the City of Tucson for review. Conditions of approval: 1. “According to the Federal Aviation Administration (FAA) Notice Criteria Tool, no Notice Criteria are exceeded. Applicants are therefore not required to file FAA Form 7460. However, if the use of cranes is anticipated during development and construction activities, the applicant must file FAA Form 7460 at least 45 days in advance of such use, to provide the applicant with sufficient time to respond to any concerns identified by the FAA. Please file Form 7460 at https://oeaaa.faa.gov/oeaaa/external/portal.jsp.” Although this project does not propose a change in plan designation or zoning the Tucson Airport Authority highly recommends the applicant add the following notes into the general notes of the revised development plan. This project is located approximately 0.75 miles north of Tucson International Airport and is within FAA traffic pattern airspace, an area which would be subject to aircraft overflight and noise due to being in close proximity to Tucson International Airport. The proposed notes would provide a means of assuring that future owners and tenants of the property are aware they are in proximity an airport and further assures the continued right of the City of Tucson, Tucson Airport Authority, and all persons lawfully utilizing the Tucson International Airport the right to utilize the airspace above or near the property. This would be accomplished through the property owner recording the Avigation Easement and providing the Airport Disclosure Statement to the new residents of all residential uses. The Tucson Airport Authority believes the proposed note helps to support the City of Tucson Airport Environs Overlay Zone and supports Plan Tucson – Regional and Global Positioning policy 4 (RG-4). 1. "That prior to the City's approval of the proposed development, the property owner must record the Avigation Easement that discloses the existence and operational characteristics of the Tucson International Airport to future owners or tenants of the property and further conveys the right to the public to lawfully use the airspace above the property. The Avigation Easement shall be recorded in a manner with the Pima County recorder which shall document it as having title liability. The content of such documents shall be according to the form and instructions provided.” The current property owner or person authorized to sign on behalf of the current property owner must complete, sign, and record the Avigation Easement. Please record the Avigation Easement with the Pima County Recorder’s Office. Then send a complete copy of the recorded easement document to Tucson Airport Authority by either email (send to srobidoux@flytucson.com) or to the mailing address provided below. Scott Robidoux Manager of Planning Tucson Airport Authority 7250 South Tucson Blvd, Suite 300 Tucson, AZ 85756” 2. Applicable to residential uses only “The property owner/developer/applicant must provide the Airport Disclosure Statement form, at time of sale, to the new property owners with all new unit purchases. In the event the development of any residential uses does not involve the sale of new units but is instead offering rental residential units to the public, the new tenant of the rental unit must be provided a copy of the Airport Disclosure Statement form. The intent of the Airport Disclosure Statement form is to educate and notify the new residents that they are living near an airport. The content of such documents shall be according to the form and instructions provided.” The property owner (for itself or its tenants) shall forward a signed copy of the Airport Disclosure Statement form to the Tucson Airport Authority within ten (10) days of signature, using the Scott Robidoux mailing address provided above. Please do not hesitate to contact me if you have any questions or concerns regarding this comment letter. I can be reached by email at srobidoux@flytucson.com or by telephone at 520-573-4811.
