COMMENTS: See below for the generalized requirements the Assessor’s Office reviews for, with specific requirements applicable to this specific plat review underlined: • The Title Block must be in the lower right-hand corner and it must have the number of lots or units or block or elements or any combination of these. It must have the common areas listed if there are any. It must have the section, township, and range and if it is a resubdivision, it must mention the plat name and the Map & Plat/Sequence #. • The location map must be in the upper right-hand corner and must have the Section, Township, and Range. The project area should be outlined and/or have an arrow pointing to it. • General notes must have the gross area of the Subdivision, the number of lots, the number of miles of new road, public or private (even if the number is 0), and the Basis of Bearings. • There must be a section tie, with a bearing and dimension from the section corner or quarter corner to the point of tie on the subdivision. (*Note: presumably some of the linework already in this plat are ties to section corners, but those corners are not labeled, making the ties useless.) • The perimeter line must be solid and the heaviest lineweight on the plat. The lot lines and common area lines must be solid and the next heaviest. Lines for erosion setbacks, floodplain lines, etc. should be the lightest lineweight and be dashed or dot-dashed. (*Note: although the Record Of Survey this plat is clearly based off of includes information for parcels/Lots adjacent to the Subdivision being defined by this plat, a Subdivision plat does not necessarily need this information. However, if it is to be shown in this plat it needs to be clear that it is merely referential information and not a part of the Subdivision itself as defined by this plat. Both labeling and lineweights/linetypes should be employed to make this clear to any user of this plat.) • There must be bearings and dimensions for the perimeter and all lot lines and all common areas. • All lots must be numbered and have square footage. If the area is too small, there can be a table to the side for the square footage. (*Note: As this is a Subdivision plat, the parcels being defined by this plat are technically Lots, thus they must be labeled as: Lot 1/2/3/etc.) • All hatching, stippling, striping, etc. must be removed in the final plat, unless another agency requires it. If so, all lettering must have the hatching, etc. cut away so they are legible. • All streets must be named in the final plat, and have dimensions, bearings, and curve data. • All adjacent subdivisions should be named, with map and plat in the appropriate areas around the subdivision. • Ownership printed in the Dedication section must match Assessor data. New Services/JOC | REQUIRES RESUBMIT | TD-DIV-1123-00128 - Land Division_Subdivison v4 – 3938 E ELMWOOD ST 1. The lot layout is such that an extension of Tucson Water existing public water distribution system is necessary to comply with Tucson Water’s Water’s Remote Meter Policy No. IV-B.08, Eff. 07/14/2009. But, as of the date of these comments neither Tucson Water’s New Area Development Section nor Tucson Water’s New Services Section has received any form of plan needed to construct this extension of Tucson Water’s public water distribution system. 2. The proposed water main connecting to the existing 6” water main in Elmwood Street and serving the three lots must be a 4” public water main. 3. To comply with ADEQ’s Drinking Water regulations and Tucson Water’s Standard Detail 106, this new 4” public water main must be located at least 6’ away from the proposed 4” sewer collection line, as measured from outside of pipe to outside of pipe. 4. This new 4” public water main must also be located at least 5’ away from the other under main electrical feeder line (or other dry underground utility, such as natural gas, telephone or CATV) that will serve the three lots, as measured from outside of pipe to outside of conduit, unless the use of a Joint Use Trench per Tucson Water’s Standard Detail SD-108 is approved by Tucson Water. 5. This new 4” public water main may be located no closer than 7.5’ feet within the edge of a public utility easement. 6. The water meters and the electrical transformers and pedestals will need to be located within a public utility easement. 7. The proposed Ingress, Egress and Utility Easement shown on the final plat will need to be an Ingress, Egress and Public &Private Utility Easement, granted to all lot owners, the City of Tucson, and all utility companies by the final plat. 8. The Ingress, Egress, Public & Private Utility Easement must be shown using thin, dashed line on the final plat. 9. The width of the Ingress, Egress, Public & Private Utility Easement may need to be enlarged to 24’ wide to meet these requirements. 10. A resubmittal of the Overall Site Plan showing how these requirements will be met and the final plat is required. Tucson Water cannot approve this final plat until such time that it knows these requirements can and will be met. 11. This project is an excellent candidate for the installation of the new 4” public water main and the necessary water service lines and water meters, to be done under one of Tucson Water’s Job Order Contracts. Please contact Tucson Water’s New Services Section by sending an e-mail to TW_Common@tucsonaz.gov to discuss this option. This option is very likely to save the Applicant time and money. 12. This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-07. 2-07.4.0 FORMAT REQUIREMENTS Plats must: 4.3 Have a two-inch margin on the left side and one-half inch margins on the remaining sides to comply with standardization requirements of state law for recorded plats. COMMENT: Ensure the above standard is met on the next submittal. 4.4 Be drawn to a scale of no more than one-inch equals 40 feet. COMMENT: Provide a scale on the site plan sheet. 2-07.5.0 CONTENT REQUIREMENTS 5.1 General A. A project-location map must be drawn in the upper right corner of the first sheet of the plat at a scale of three inches equals one mile and include the following information: 1. The project site approximately centered within a one square mile area. COMMENT: Center the site within the Location Map per the above standard. E. Provide a title block in the lower right corner of each sheet with the following information: 1. Subdivision name; number of blocks, lots, and/or units; and common area. COMMENT: Provide the number of lots proposed in the Title Block per the above standard. 5.3 Standard Paragraphs The plat must include the following statements, as applicable. All signatures must be in permanent, black, India ink and be accompanied by a notary signature and seal. A. Certification of Survey The following statement must be signed by a registered land surveyor and placed on the first page: COMMNET: The Certification section on the Cover Sheet has a typo. Should read Certification of Plat, not Flat. B. Approval and Recording Data Blocks The APPROVAL paragraph, where the City Clerk certifies that the plat has been approved by Mayor and Council, and the RECORDING DATA paragraph, which provides space for the recording information, must be placed on the first sheet of the plat adjacent to each other. The paragraphs are as follows. COMMENT: The Pima County Recorder is Gabriel Cazares-Kelly. Provide the correct Recorder’s name in the Approval section. 5.4 Proposed Subdivision Information Provide the following information on the plat: A. Identify each block or lot within the subdivision boundary by number, and include the square footage of each. COMMENT: The lots shown on the Plat should be assigned numbers (i.e. Lots 1,2,3). The Title Block will have to updated to show the amount of Lots proposed (Lots 1-3). COMMENT: Per UDC Article 7.8.4.C, an access easement can only provide access across two parcels for single family development. A General Note needs to be added to the Plat stating that the proposed lots are restricted to single family development. Depending on how the access is going to be handled going forward (if a private road will be proposed instead of an easement) a Tentative Plat/Development Package will be required.
