2-08.3.0 APPLICATION SUBMITTAL REQUIREMENTS
1. COMMENT: 2-08.3.3 - Provide documentation of the land division history of the parcel, i.e. a 20 year history or withdraw this land split and process this land split through the Assessor’s Office, bypassing the COT base on the definition of a land split, the division of improved or unimproved land for the purpose of sale or lease, which is not defined as a subdivision , whose area is two and one-half acres or less in size. Tucson Water has the following comments about the proposed Land Split / Lot Split:

1. The parent parcel is located within Tucson Water’s Obligated Water Service Area, but may not meet the “3 sides rule” of the City of Tucson’s Water Service Area Policy. Please submit a request for a Water Availability Letter for the parent parcel via the Tucson Development Center Online portal that will verify Tucson Water may serve this parcel.

2. The parent parcel (and therefore the two proposed parcels) have no real property frontage onto an existing or future public water main. See Tucson Water’s SE021415 valve map. Copies of any valve map(s) and/or ‘as-built’ plan(s) referenced in these comments may be obtained from Tucson Water’s Mapping & GIS Center by sending an e-mail request for them to TWMapInfo@tucsonaz.gov.

3. The proposed lot layout does not meet the requirements of Tucson Water’s Remote Meter Policy No. IV-B.08, Eff. 07/14/2009. This policy requires all of the following:
a. Each existing or proposed lot seeking water service must have a minimum of 15’ of real property frontage onto the usable length of an existing or future public water distribution main.
b. The public water distribution main must be within a public or private street, public alley, water easement or public utility easement granted to the City of Tucson that shares a common boundary with the existing or proposed lot that is seeking water service.
c. The condition of the water distribution main must be such that it can be safely tapped to serve the existing or proposed lot(s).
d. The water meter that will serve each existing or proposed lot must be located within that lot’s minimum of 15’ of real property frontage onto the usable length of the existing or new public water distribution main.
e. The private water service line from the water meter for the existing or proposed lot to the building on the lot must not extend into or across any adjacent lots. It must be located completely within the lot to be served. The private water service line from the water meter to the building(s) served may not be located within a private water or private utility easement across an adjacent lot to the water main. Easements are not real property.

4. Tucson Water’s New Development Section will not be able to approve this proposed lot split until such time that all the following have occurred.
a. A Water Availability Letter verifying Tucson Water may serve this parcel has been obtained and submitted as part of a resubmittal.
b. A water master plan and a detailed water construction plan for a new public water main that will either front or lie on both of the proposed parcels has been received, reviewed and accepted by Tucson Water’s New Development Section.
c. The Applicant is able to demonstrate that the proposed lot split will comply with Tucson Water’s Remote Meter Policy No. IV-B.08, Eff. 07/14/2009 in all respects.
