To whom this may concern,
Thank you for the opportunity to comment on TD-DEV-1225-00310, 3rd Submittal, a
development plan for new warehouse at 3430 E. Valencia Rd. This development is located in
the N.E. quarter of the N.W. quarter of Section 16, Township 15S, Range 14E, of the Gila and
Salt River Meridian. The development site occupies parcel numbers 140-41-0020, 140-41-0070,
140-41-0080, 140-41-0030, 140-41-0040, 140-41-0050, and 140-41-0060, covers approximately
9.64 ± acres, and is zoned as Light Industrial Zone (I-1). The nearest major roadway
intersection is South Palo Verde Road and East Valencia Road, approximately 100 feet to the
northeast of the subject development.
This site does lie within the Tucson International Airport avigation easement requirements and
public disclosure area, FAA traffic pattern airspace, and FAA Part 77 airspace.
The Tucson Airport Authority is requiring a resubmittal of this project. The below conditions of
approval must be added into the revised notes of the development plan.
Conditions of approval:
1. “The applicant shall file FAA Form 7460 with the FAA at least 45 days before
construction activities begin unless FAA staff, with the Obstruction Evaluation / Airport
Airspace Analysis (OE/AAA), provides the project applicant with written communication
that filing FAA Form 7460 is not required. It is highly recommended that the applicant
file earlier than 45 days to provide the applicant with sufficient time to respond to any
concerns which are identified by the FAA. Any cranes which are used must also be
identified with Form 7460. Please file Form 7460 at

COMMENTS: Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is January 8, 2027.

SECTION 2-06.0.0: DEVELOPMENT PACKAGE (TENTATIVE PLATS AND SITE PLANS)

2-06.4.7 - General Notes
The following general notes are required. Additional notes specific to each plan are required where applicable.

Zoning and Land Use Notes

2-06.4.7.A.4 - Identify the existing and proposed use of the property as classified per the UDC. List all UDC sections applicable to the proposed uses.

1. COMMENT: 2-06.4.7.A.4 – Follow up to previous comment 2. It is acknowledged you have now defined the proposed use as General Manufacturing and Commercial Storage however you did not include the Use Specific Standards associated with these uses. Per UDC Table 4.8-5, General Manufacturing in the I-1 zone has Use Specific Standards 4.9.5.C.2, .6, .7, & .8 and 4.9.13.Q and Commercial Storage in the I-1 zone has Use Specific Standards 4.9.10.A and 4.9.13.Q. Please include these Use Specific Standards next to the proposed uses. Also, the existing use is incorrectly labeled and should be labeled as vacant as noted by the standard above. Please update accordingly.

2-06.4.9 - Information on Proposed Development
The following information on the proposed project shall be shown on the drawing or added as notes.

2-06.4.9.H.5.a - Show all motor vehicle off-street parking spaces provided, fully dimensioned. As a note, provide calculations on the number of spaces required (include the ratio used) and the number provided, including the number of spaces required and provided for the physically disabled. The drawing should indicate parking space locations for the physically disabled. A typical parking space detail shall be provided for both standard parking spaces and those for the physically disabled. For information on parking requirements for the physically disabled, refer to adopted building and accessibility codes of the City of Tucson. Design criteria for parking spaces and access are located in Section 7.4.6, Motor Vehicle Use Area Design Criteria, of the UDC.

2. COMMENT: 2-06.4.9.H.5.a – Follow up to previous comment 5. The provided ADA parking count still refers to 4 total however the site plan shows 8 ADA spaces and ADA.gov has a requirement of 5 spaces per 101-150 spaces provided. Please update accordingly.
