THIS PLAN HAS BEEN REVIEWED FOR COMPLIANCE WITH APPLICABLE DEVELOPMENT STANDARDS WITHIN THE CITY OF TUCSON UNIFIED DEVELOPMENT CODE (UDC) ADMINISTRATIVE MANUAL (AM) SECTION 2-11 AND TECHNICAL MANUAL (TM) SECTION FOR LANDSCAPE, NATIVE PLANTS, AND RAINWATER HARVESTING.

PLEASE RESUBMIT REVISED DRAWINGS ALONG WITH A DETAILED RESPONSE LETTER, WHICH STATES HOW ALL OF THE SITE LANDSCAPE/NPPO SECTION REVIEW COMMENTS HAVE BEEN ADDRESSED.

SITE LANDSCAPE/NPPO SECTION COMMENTS:

1. PREVIOUS COMMENT NOT COMPLETELY ADDRESSED: The rainwater harvesting plan states to see the civil grading plan for additional information and requirments. There is not a grading plan included with the plan set for reference, only a site plan. Coordinate the Landscape Plan, Commercial Rainwater Harvesting Plan and the Civil Site Plan to have identical basin size, grades, contouring, spot elevations and curb cut inlets and outlets. For clarity, provide a separate grading plan sheet.

2. ***Include existing and proposed elevations and percent slopes depicting how the impervious areas will drain toward the water harvest infiltration areas (entire site) on the site plan, IE: Subwatershed 2/2A does not include any flow lines with percent slopes toward the water harvest infiltration area. There is a contour shown at 2340.00’ near the center of the proposed site work, this is not enough information to accurately build the project. Add to note number 6 on the rainwater harvesting plan to see sheet 3, details 7, 8, and 9 for water harvest infiltration area construction. For clarity, provide a separate grading plan sheet.

***ADMINISTRATIVE MANUAL SECTION 2-10.4.2.B -- GRADING INFORMATION:

1.Grade changes across the site indicated by one-foot interval contour lines or by spot elevations.

2.Percent slope across the site and the direction of the slope of paved areas.

3.Existing grades on adjacent rights-of-way and adjacent sites. If an adjacent right-of-way or site is under construction, show the proposed finish grades.

4.Extent of grading boundaries if a portion of the site is to be kept in its natural undisturbed state. Indicate natural contours of undisturbed areas.

5.Areas of detention/retention, depths of basins, and percentage of side slope.

COMMENTS: Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is December 24th 2025.

SECTION 2-06.0.0: DEVELOPMENT PACKAGE (TENTATIVE PLATS AND SITE PLANS)

2-06.4.7.A.8 - For development package documents provide:

2-06.4.7.A.8.c - Percentage of building, lot area, or vehicular use area expansion. If the building(s) or lot area have been previously expanded, those calculations shall be included; and,

1. COMMENT: 2-06.4.7.A.8.c – Follow up to previous comment 2: Plans reference shade structures however street view clearly shows these areas have vehicle lifts and are functioning as part of the automotive repair business. Please update the calculations to include this area as automotive repair.

2-06.4.9 - Information on Proposed Development
The following information on the proposed project shall be shown on the drawing or added as notes.

2-06.4.9.H.5 - If utilizing parking area access lanes (PAALs), they shall be designed in accordance with Section 7.4.6, Motor Vehicle Use Area Design Criteria, of the UDC.

2. COMMENT: 2-06.4.9.H.5 – As Stone Ave. is designated as an Arterial Road, demonstrate how a vehicle can turn around onsite without having to back up into the ROW when the proposed gate is closed.

2-06.4.9.H.5.a - Show all motor vehicle off-street parking spaces provided, fully dimensioned. As a note, provide calculations on the number of spaces required (include the ratio used) and the number provided, including the number of spaces required and provided for the physically disabled. The drawing should indicate parking space locations for the physically disabled. A typical parking space detail shall be provided for both standard parking spaces and those for the physically disabled. For information on parking requirements for the physically disabled, refer to adopted building and accessibility codes of the City of Tucson. Design criteria for parking spaces and access are located in Section 7.4.6, Motor Vehicle Use Area Design Criteria, of the UDC.

3. COMMENT: 2-06.4.9.H.5.a – Follow up to previous comment 4: The plans provided call out 26 required parking spaces and only 1 accessible space required. For every 26-50 parking spaces provided, 2 accessible spaces are required (1 of those accessible spaces must be van accessible). Please update this calculation. Also, the plans provided still show stacked parking for the employees, which is not allowed. If the minimum required parking requirement cannot be met, an Individual Parking Plan will be required.
