Please resubmit revised drawings along with a detailed response letter, which states how all of the Site Landscape/NPPO Section review comments have been addressed. SITE LANDSCAPE/NPPO SECTION COMMENTS: 1. Street landscape borders require a 10-foot width. The border along Delano is currently 4.5 feet. Adjust the width to meet the required 10 feet. If the area is constrained due to the parking spaces, a Design Development Option (DDO) could be a viable alternative to offset some of the required square footage somewhere else on site. A portion of the ROW can be used to meet this standard. DTM review and approval is required when using the ROW for on-site landscape requirements. Contact David Marhefka, PLA at david.marhefka@tucsonaz.gov if needed for this project. 2. Delano is also listed as an interior landscape border on the planting plan. Please update to the correct designation, street landscape border. 3. Add these notes to the Passive Rainwater Harvesting Notes per TSM 4-01.2. DESIGN CONSIDERATION AND TECHNICAL REQUIREMENTS: Soils within Water Harvesting Infiltration Areas should be modified as needed to counteract the effects of mechanical compaction and/or poor soil infiltration conditions in order to ensure appropriate water infiltration; Water Harvesting Infiltration Areas shall be designed so that water infiltrates into soil within 24 hours; Water Harvesting Infiltration Areas shall be designed to minimize ponding in areas that may create a nuisance for pedestrians. Ponding is not allowed on or over public sidewalks or required pedestrian circulation paths. Any other sections of TSM 4-01 that clearly outlines the design intent will be a welcomed addition to the commercial rainwater harvesting plan/notes. 4. Modify the northwest parking area to provide additional space for the water harvest infiltration areas. 5. The letter associated with the WHIA is confusing. Shouldn’t it be only the number as shown on the Rainwater Harvesting Legend? 6. The rainwater harvesting plan states to see the civil grading plan for additional information and requirments. There is not a grading plan included with the plan set for reference. Coordinate the Landscape Plan, Commercial Rainwater Harvesting Plan and the Civil Grading Plans to have identical basin size, grades, contouring, spot elevations and curb cut inlets and outlets. 7. Provide planting and irrigation detail sheets. Include a root barrier detail for trees planted next to hardscape. 8. Provide a drip irrigation line and sleeve to the parking lot canopy trees to the east of the new office. 9. Callout that all landscape areas and any other disturbed areas not covered with impervious surface to receive the screened rock. 10. Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is December 24th 2025. SECTION 2-06.0.0: DEVELOPMENT PACKAGE (TENTATIVE PLATS AND SITE PLANS) 2-06.4.7.A.4 - Identify the existing and proposed use of the property as classified per the UDC. List all UDC sections applicable to the proposed uses. 1. COMMENT: 2-06.4.7.A.4 – Under proposed use, you still reference the single family residence and smoke shop however per your demolition sheet, these buildings/uses are to be demolished. Please clarify why these uses are still provided. 2-06.4.7.A.8 - For development package documents provide: 2-06.4.7.A.8.c - Percentage of building, lot area, or vehicular use area expansion. If the building(s) or lot area have been previously expanded, those calculations shall be included; and, 2. COMMENT: 2-06.4.7.A.8.c – Please include the information as noted by the standard above. It is acknowledged the SFR and Smoke Shope will be demolished however please provide updated information for the site since the parking and building sf for the automotive use will be increasing. 2-06.4.9 - Information on Proposed Development The following information on the proposed project shall be shown on the drawing or added as notes. 2-06.4.9.H.5 - If utilizing parking area access lanes (PAALs), they shall be designed in accordance with Section 7.4.6, Motor Vehicle Use Area Design Criteria, of the UDC. 3. COMMENT: 2-06.4.9.H.5 – The PAAL shown on the south portion of the property does not meet the minimum requirements for a 1 way or 2 way PAAL. If it is to be a 1 way PAAL, it needs to be 20’ and if it is to be a 2 way PAAL it needs to be 24’. Please clarify with arrows. If you are unable to meet the minimum requirements, an application for review and approval of a Technical Standards Modification Request (TSMR) will be required. For further information on the TSMR application process please contact Nicholas Ross at Nicholas.Ross@tucsonaz.gov. 2-06.4.9.H.5.a - Show all motor vehicle off-street parking spaces provided, fully dimensioned. As a note, provide calculations on the number of spaces required (include the ratio used) and the number provided, including the number of spaces required and provided for the physically disabled. The drawing should indicate parking space locations for the physically disabled. A typical parking space detail shall be provided for both standard parking spaces and those for the physically disabled. For information on parking requirements for the physically disabled, refer to adopted building and accessibility codes of the City of Tucson. Design criteria for parking spaces and access are located in Section 7.4.6, Motor Vehicle Use Area Design Criteria, of the UDC. 4. COMMENT: 2-06.4.9.H.5.a – The square footage of the office is 240sf however in the parking calculation, you indicate the office is 740sf. Please update this number to correctly identify the required number of parking spaces. Tandem parking is only allowed when it is for vehicle storage or display when accessory to the principal use (UDC 7.4.6.h). Please clearly show which parking is allocated for customers and which parking is for storage. Also, please demonstrate vehicle maneuverability from the parallel parking spaces. The minimum standard parking space is 8.5’x18’. It appears some of the spaces do not meet this minimum requirement. If you are unable to meet the minimum requirements, an application for review and approval of a Parking Design Modification Request (PDMR) will be required. For further information on the PDMR application process, please contact Nicholas Ross at Nicholas.Ross@tucsonaz.gov. 2-06.4.9.H.5.d - Show bicycle parking facilities fully dimensioned. For specifics, refer to Section 7.4.9, Bicycle Parking Design Criteria, of the UDC. Provide, as a note, calculations for short and long term bicycle spaces required and provided. 5. COMMENT: 2-06.4.9.H.5.d – The provided long term bicycle parking calculation is incorrect. 2 spaces are required, however the plans state only 1 is required. Please update accordingly. 2-06.4.9.O - All applicable building setback lines, such as erosion hazard, floodplain detention/retention basins, and zoning, including sight visibility triangles, will be shown. 6.
