1. The pedestrian circulation path along Speedway Bl shall consist of brick pavers to maintain the color and appearance of the existing brick pavers and installed per PAG Standard Detail 201.

2. Call out the existing and future right-of-way limits of Speedway Bl.

3. It appears that there is not enough space to place the proposed trees and tree grates along Speedway Bl. Per Sec. 10-01.4.1.A of the Technical Standards Manual, a minimum 6ft wide sidewalk along arterials along with additional width in the University area. Additionally, trees placed in the roadway shall provide a lateral offset from the roadway as recommended in the AASHTO Roadside Design Guide.

4. Provide a dimensioned detail of the proposed driveway off of Speedway Bl. Show how the driveway will be incorporated with the existing driveway on the adjacent parcel. The driveway apron shall consist of brick pavers with a Class A bedding per PAG SSPI 923-1.

5. Call out the keynote for the proposed sidewalk scuppers along Helen St.

This plan has been reviewed for compliance with applicable development criteria in the City of Tucson Unified Development Code (UDC) Administrative Manual (AM) Section 2-11 and Technical Manual (TM) Section for landscape, native plants, and water harvesting.

Please resubmit revised drawings along with a detailed response letter, which states how all of the Site Landscape/NPPO Section review comments have been addressed.

SITE LANDSCAPE/NPPO SECTION COMMENTS:

1. Prior to Site Landscape approval, address Transportation Landscape redline review comments. DTM has provided a review for planting and irrigation in the ROW. Reach out to David Marhefka (david.marhefka@tucsonaz.gov) for any clarifications prior to the resubmittal of this Development Package. Site Zoning and Site Engineering comments shall be addressed prior to Site Landscape approval as well.

2. Can an abbreviated plant legend be added to the planting sheet for ease of review in the field for contractor installation?

3. Callout the sidewalk scuppers on the landscape plan and reference the civil sheet 9 of 31, keynote 25 for details.

4. Add a basin depth to the rainwater harvesting area callout in the ROW along Helen St and reference any details or other plan sheets in the plan set that are pertinent to the depressed landscape areas. Add a water harvesting area schematic cross-section detail for construction clarity showing general plant locations within and around the basin. Add a few spot elevations to basin inlets and outlets and at the bottom of the basin. Reference the Civil Grading Plan and details for construction purposes.

5. Update the provided street frontage tree number along Helen St to 11 from the 9 stated on the plan.

6. Add the PVC Sleeves to the lateral irrigation lines crossing all hardscape areas on the irrigation plan.

7. Note (B) on sheet LI01 is great. Can an additional general note and/or a leader callout be added to the irrigation plan that indicates the schematic nature of the irrigation design and that all lines and equipment are to be within the planting areas unless otherwise noted on the plan or shown within a PVC sleeve, or something to this effect.

8. Provide the development package case number, TD-DEV-1224-00329, adjacent to the title block on all sheets in the plan set. 2-06.4.3

COMMENTS: Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

This plan has been reviewed for compliance with the Unified Development Code (UDC), Administrative Manual (AM) Section 2-06, and PAD-35. Also compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM).

Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is January 8, 2026.



1. 2-06.4.3 - The administrative street address and relevant case numbers (development package document, subdivision, rezoning, board of adjustment, DDO, MDR, DSMR, overlay, etc.) shall be provided adjacent to the title block on each sheet.
COMMENT: Add Development Package case number “TD-DEV-1224-00329” to all sheets of the planset.

2. 2-06.4.7.A.6.b - If there is more than one lot within the site, the note should specify which lots are affected by the additional applications or overlay zones.
COMMENT: A lot combination will be required. This may be deferred to a later date prior to final inspections.

2-06.4.8 - Existing Site Conditions
The following information shall be provided on the plan/plat drawing to indicate the existing conditions on site and within 50 feet of the site. On sites bounded by a street with a width of 50 feet or greater, the existing conditions across the street will be provided.

3. 2-06.4.8.B - All easements shall be drawn on the plan. The recordation information, location, width, and purpose of all easements on site will be stated. Blanket easements should be listed in the notes, together with recordation data and their proposed status. Should an easement not be in use and be proposed for vacation or have been abandoned, so indicate. However, should the easement be in conflict with any proposed building location, vacation of the easement shall occur prior to approval of plan unless written permission from easement holder(s) is provided.
COMMENT: It appears existing electrical easements are being proposed to be abandoned via separate instrument. Proof of abandonment will be required prior to approval.

4. 2-06.4.9.H.5.a - Show all motor vehicle off-street parking spaces provided, fully dimensioned. As a note, provide calculations on the number of spaces required (include the ratio used) and the number provided, including the number of spaces required and provided for the physically disabled. The drawing should indicate parking space locations for the physically disabled. A typical parking space detail shall be provided for both standard parking spaces and those for the physically disabled. For information on parking requirements for the physically disabled, refer to adopted building and accessibility codes of the City of Tucson. Design criteria for parking spaces and access are located in Section 7.4.6, Motor Vehicle Use Area Design Criteria, of the UDC.
COMMENT: The proposed ADA locations should be located on the ground level of the parking structure. If this cannot be achieved, the ADA spaces shall be located immediately to the proposed elevator on the remaining parking levels. Additionally, per Zoning’s comments for the minor amendment to the PAD, show how the on street parking on Helen Street is being reconfigured to maximize available parking for this project.

5. 2-06.4.9.H.5.d - Show bicycle parking facilities fully dimensioned. For specifics, refer to Section 7.4.9, Bicycle Parking Design Criteria, of the UDC. Provide, as a note, calculations for short and long term bicycle spaces required and provided.
COMMENT: Zoning was unable to confirm the location of all proposed short and long term bicycle parking spaces. The proposed use of the “Ultra Space Saver” design will need to be approved by the Department of Transportation and Mobility, as it does not meet our typical design that has been previously approved for use. Additionally, per PAD document Section IV.B.3.e, all short term bicycle parking shall be integrated into the projects perimeter street frontage.

6. 2-06.4.9.O - All applicable building setback lines, such as erosion hazard, floodplain detention/retention basins, and zoning, including sight visibility triangles, will be shown.

7. 2-06.4.9.R - Show on-site pedestrian circulation and refuge utilizing location and the design criteria in Section 7-01.0.0, Pedestrian Access, of the Technical Standards Manual.
COMMENT: The north/south pedestrian path along the westside of the building shall be ADA compliant. Additionally, there appears to be a conflict with he proposed “Paseo.” The path appears to be located directly behind proposed parking spaces and not physically separated (See Technical Standards Section 7-01.4.2.A) and terminates at a wall on the west end within the parking structure.

8. 2-06.4.9.S - Show existing or proposed pedestrian circulation along abutting rights-of-way. Such sidewalks must comply with accessibility requirements for the physically disabled and the design criteria in Section 10-01.0.0, Street Technical Standards, of the Technical Standards Manual.
COMMENT: Show connection of proposed new sidewalk along north side of the project east of the Plaza to the existing sidewalk north of the ABOR property.

9. 2-06.4.9.T - Show refuse collection areas, including locations of dumpsters, screening location and materials, and vehicle maneuverability, fully dimensioned, and access route. If dumpster service is not proposed, indicate type of service. For specific information on refuse collection, refer to Section 8-01.0.0, Solid Waste and Recycle Disposal, Collection, and Storage, of the Technical Standards Manual. Refuse collection on all projects shall be designed based on that section, even if collection is to be contracted to a private firm.
COMMENT: It is unclear how refuse collection will occur based on what is shown on the site plan. Special approval from Environmental Services may be required.

Planned Area Development – 35 Requirements

10. IV.B.3.c – The minimum overall ground area of the plaza will be seven thousand five hundred (7,500) square feet. This total area includes that which is necessary to accommodate up and down escalators to the sub-surface parking structure.
COMMENT: Please verify the square footage meets the minimum size required in the PAD document.

11. IV.B.3.c - The final design of the plaza will be provided in the formal Development Package as submitted to the Planning and Development Services Department (PDSD). The plaza must include a minimum of ten (10) programmatic elements/ amenities from the menu presented to the right, the satisfaction of which will be confirmed by PDSD at the time of Development Package review.
COMMENT: List the 10 elements being proposed to meet this standard.

01/07/2025 Traffic Engineering Review REVIEW COMPLETED The TIA written in support of this mixed use, high-rise housing and retail development, is Approved by DTM Traffic Engineering. The TIA indicates that the signalized intersections adjacent to the site will continue to operate at an acceptable LOS after the project's opening. The trip reduction factors described in the trip generation section are reasonable. We agree that many of the users of the site will access by way of foot, bike, Streetcar, etc. We do make note that the "alley" on the west side described for the 2 driveway access points is contained within the property limits. This alley should be designed so as to accommodate for emergency vehicles access. Thank you!
