Tucson Electric Power Company (TEP) has reviewed and approved the development
plan submitted 1/25/2024. There are no TEP facilities within project, at one time there
was a padmount transformer feeding into this existing building but it has since been
removed due to criminal activity. Existing UG Primary has been identified in a 5’ Public Utility Easement Rec. No Docket 3346, PG 254.
Enclosed is a copy of a TEP facilities map showing the approximate location of the
existing facilities. Any relocation costs will be billable to the customer.
To apply for electric service, please call the New Construction department at (520) 918-8300. Please submit a final set of plans including approved site, electric load, paving off-site improvements and irrigation plans. If available, include a PDF version of the plans.
If easements are required, they will be secured by separate instrument. Your final
plans should be sent to:

02/12/2024 External Reviewers - Arizona Department of Transportation (ADOT) REQUIRES RESUBMIT Good Afternoon,
ADOT has reviewed this DEV and it is not approved.
We have the following comments;
Oracle Road (SR 77) is under the Jurisdictional control of the Arizona Department of Transportation, and as such, an ADOT Encroachment Permit will need to be issued to allow access to the new development.
A Traffic Impact Statement is typically required for this type of Development, however this could waived if agreed to by the Department during the Encroachment Permit review.
The Site Circulation does not appear to be conducive to roadway operations.
It would be beneficial to utilize the existing RTL as the ingress.
It may be beneficial to rotate the building so as to accomplish the desired Site Circulation and interaction with Oracle Road.
This type of Development does not need three access points and it is desirable to remove at least one of them, preferably the middle one, and utilize the southern access as an egress only.

Please resubmit revised drawings along with a detailed response letter which states how all comments were addressed.

Comments:
1. AMG 5.4.1 - Entrance and exit drives crossing arterials and collectors are limited to two per 300 feet of frontage along any major roadway. The nearest pavement edges should be spaced at least 80 feet apart (Figure 5-4). The property currently has three driveways. The three existing driveways should be condensed into a single driveway to comply with this code (because there is an existing driveway within 300’ on the property to the north. If seeking a variation to this code, please refer to section 6.2 of the Access Management Guidelines for instructions on submitting a petition for variation.

2. COTC Sec 25-39 - Maximum driveway width at the property line is 30 feet. Maximum curb cut width is 35 feet.
3. TSM 10-01.4.1.D -The max cross slope for a sidewalk crossed by a driveway is 2%. Show that the existing sidewalk satisfies this requirement by noting the cross slope on the plans or show that a new driveway apron per P. A. G. SD 206 will be built. Please call out the detail number in on plans.
4. SDG – Please see pages 76-78 for a discussion sidewalk dominant driveways and page 186 for recommended radii for curb returns based on street typology. Oracle is an Urban Thoroughfare and the recommended radius for curb returns on an intersection with a PAAL is 20’. You could also consider a P. A. G. SD 206 Driveway Apron. That meets the SDG standard and goals. The design speed of a car turning into that driveway should be 10 MPH, and we would like to see the smallest feasible curb return radius, for pedestrian comfort.

5. As the current property line is 100’ east of the section line in N Oracle Rd, the future ROW line is the existing ROW property line. Please add a note to the site plan stating the future and existing ROW are the same.
6. TSM 7-01.4.0.A - At least one sidewalk is required to a project from each street on which the project has frontage. Please show a pedestrian path to the sidewalk.
7. TSM 10-01.5.1, AM 2-06.4.9 – Please provide sight visibility triangles on the site plan. Reference TSM 10-01.5.1 for instructions.

2. Provide a reference in the drainage report that addresses all 8 requirements for underground storage standards listed in DSSDR Chapter 4.13.1.
3. First flush retention cannot be provided in underground storage without approval from the engineering manager according to DSSDR Chapter 4.13.2 City of Tucson edit 3. Indicate in the drainage report that first flush retention requirements for CP-2 are being met in aboveground basins in the rest of the site or reach out to Stephen Blood at Stephen.Blood@tucsonaz.gov for approval.
4. Generally, capacity for both solid waste and recycling pickup is required. Environmental Services may waive this requirement. Reach out to Andy Vera at Andy.Vera@tucsonaz.gov for approval and provide that correspondence in the next submittal.
5. Pedestrian circulation is required to connect all buildings, dumpster areas, and the sidewalk on the street frontage per TSM 7-01.3.3. Show a continuous pedestrian path.
6. Provide dimensions for the dumpster storage space inside the proposed dumpster enclosure. Ensure that they meet the requirements in TSM 8-01.5.2.

Adherence to the Low Impact Development Standards outlined in Section 5 of the PCRFCD Design Standards for Stormwater Detention and Retention is required and shall work in conjunction with the Commercial Rainwater Harvesting design. Using Low Impact Development design and water harvesting provides critical basin detention and first flush retention for all new development and impervious area.
9. The Commercial Rainwater Harvesting Plan must utilize the Site Water Budget. See TSM 4-01.0.0 Exhibit A. The Site Water Budget is how the Water Dept tracks the irrigation water use on-site, not first flush retention volume charts.
10. Identify curb inlets/splash pads to landscape areas on grading and water harvesting plans.
11. Show directional arrows for roof drainage on the roof building.
12. Reorder the sheets so that the landscape construction details follow the landscape plans and the irrigation details follow the irrigation plans.

COMMENTS: Please resubmit revised drawings along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM).

Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is January 22, 2024.

CONTENT REQUIREMENTS

2-06.4.7.A - Zoning and Land Use Notes

4. COMMENT: 2-06.4.7.A.4 – The proposed use listed under Zoning and Land Use note 4 is not a use as classified per the UDC and should be listed as Automotive Washing - Self Service. Also remove the reference to (AS CLASSIFIED PER THE UDC. LIST ALL UDC SECTIONS APPLICABLE TO THE PROPOSED USES. THE ONES I CAN FIND PROHIBIT AUTO WASHING” as per UDC Table 4.8-4 there are no Use Specific Standards that apply to Automotive Washing - Self Service in the C-3 Zone.

5. COMMENT: 2-06.4.7.A.6.a - As Oracle Rd. is designated as an Arterial/Gateway on the COT MS&R Map provide a general note on the cover sheet stating “THIS PROJECT IS DESIGNED TO MEET THE OVERLAY ZONE(S) CRITERIA, UDC ARTICLE 5.4 MAJOR STREETS AND ROUTES SETBACK ZONE (MS&R) & UDC ARTICLE 5.5 GATEWAY CORRIFOR ZONE (GCR)”

2-06.4.8 - Existing Site Conditions
The following information shall be provided on the plan/plat drawing to indicate the existing conditions on site and within 50 feet of the site. On sites bounded by a street with a width of 50 feet or greater, the existing conditions across the street will be provided.

6. COMMENT: 2-06.4.8.C – Provide the following information for Oracle Rd. right-of-way width, dimensioned width of paving, curbs, curb cuts, and sidewalks.

2-06.4.9 - Information on Proposed Development
The following information on the proposed project shall be shown on the drawing or added as notes.

7. COMMENT: 2-06.4.9.H.5 – The proposed access lane widths shown at the Point of Service Canopy does not meet the requirements of UDC Table 7.4.6-2. Until the PDSR is approved by all review agencies Zoning cannot approve this DP.

8. COMMENT: 2-06.4.9.H.5.a – Provide a vehicle parking space calculation that provided the number of required and provided standard vehicle parking spaces and the number of required and provided accessible vehicle parking spaces. If you review UDC Table 7.4.8-1 you will find that no vehicle parking is required. The required calculation should state that.

9. COMMENT: 2-06.4.9.H.5.a – Provide a detail for both standard and accessible vehicle parking spaces.

10. COMMENT: 2-06.4.9.H.5.d – Provide a short- & long-term bicycle parking space calculation that provided the number required and provided.

11. COMMENT: 2-06.4.9.H.5.d – Construction Keynote 7, sheet 5 calls out 2 short-term spaces but the detail provided on sheet 2 shows two (2) racks which would be 4 spaces.

12. COMMENT: 2-06.4.9.H.5.d – Construction Keynote 8, sheet 5 calls out long-term bicycle parking per Dtl below, but there is no long-term bicycle parking shown on the plan. Also, your PDMR request states “The long-term bicycle parking is requested to be waived” but per UDC Article 7.4.10.D.12 does not allow the PDMR to eliminate bicycle parking. If you review UDC Table 7.4.8-1 you will find that no short- or long-term bicycle parking is required. The required calculation should state that.

13. COMMENT: 2-06.4.9.J - As street dedication is not required or proposed and the project site is adjacent to a Major Street or Route, draw the Major Street right-of-way lines for those streets. (Add the MS&R future sidewalk, right-of-way lines, sight visibility triangles, etc.)

14. COMMENT: 2-06.4.9.R – Clearly show the required accessible pedestrian circulation, sidewalk, from the proposed building out to the sidewalk along Oracle Rd., TSM Section 7-01.3.2, 7-01.3.3.A & 7-01.4.1.A.
