| 12/19/2023 | Site Zoning | REQUIRES RESUBMIT | PDSD TRANSMITTAL FROM: PDSD Zoning Review PROJECT: Saint Thomas More Newman Center - Expansion Development Package (1st Review) TD-DEV-1223-00474 TRANSMITTAL DATE: December 19, 2023 DUE DATE: January 11, 2024 COMMENTS: Please resubmit revised drawings along with a detailed response letter, which states how all Zoning Review Section comments were addressed. This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM). Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is December 12, 2024. 2-06.4.0 CONTENT REQUIREMENTS 1. COMMENT: 2-06.4.3 – Provide the development package case number, TD-DEV-1223-00474, adjacent to the title block on all sheets. 2-06.4.7 - General Notes The following general notes are required. Additional notes specific to each plan are required where applicable. 2-06.4.7.A - Zoning and Land Use Notes 2. COMMENT: 2-06.4.7.A.4 – Clarify what the expansion area will be used for. 2-06.4.9 - Information on Proposed Development The following information on the proposed project shall be shown on the drawing or added as notes. 3. COMMENT: 2-06.4.9.H.5.a – Until comment 2 is addressed Zoning cannot determine if additional parking is required for the expansion. If the proposed expansion is not part of the religious assembly area revise the vehicle parking space calculation to show existing parking is nonconforming as alley access is not allowed, UDC Article 7.4.6.K and it does not appear that the parking area along the east side meets code. 4. COMMENT: 2-06.4.9.O – The street perimeter yard setbacks shown for the east, and west are not correct. Per UDC Article 6.4.5.C.2 the minimum requirement is 20’. 5. COMMENT: 2-06.4.9.O – Revise the required north perimeter yard setback to read “10’ or ¾” (H) the height of the exterior wall, greater of the two. 6. COMMENT: 2-06.4.9.Q – The maximum building height shown under Dimensional Standards is not correct Per UDC Table 6.3-2.A the maximum building height allowed in the R-3 zone for a Civic use is 25’. 7. COMMENT: 2-06.4.9.R – Clearly demonstrate that there is a sidewalk along the entire east end of the proposed expansion that meets the requirements of TSM Sections 7-01.4.2 & .3. As it appears that parking vehicles will be allowed to overhang the required sidewalk clearly demonstrate that a 4’-0” sidewalk is maintained along the entire length of the proposed expansion.
