The development site occupies parcel numbers 117-09-001A, 117-09-002A, 117-09-157A, 117-09-158B, 117-09-159B covers approximately 20.6 ± acres, and is zoned as Residence Zone 2 (R-2) and Commercial Zone 3 (C-3). The nearest major roadway intersection is East 22nd Street and South 4th Avenue, approximately 50 feet to the southwest of the subject development. This site does lie within the Tucson International Airport avigation easement requirements and public disclosure area, FAA traffic pattern airspace, and FAA Part 77 airspace. The Tucson Airport Authority approves the proposed project and is not requiring a resubmittal. plan submitted 12/12/2023. The provided plans show TEP's existing overhead facilities.
When TEP facilities need to be relocated, please contact 520-918-8300. Please make application to 520-918-8300. All 3Ø UG service conductors are furnished by the customer (no larger than 600kcmil is acceptable. TEP will require a full set of approved plans, including site, electrical load, and the electrical one line diagram.
Enclosed is a copy of a TEP facilities map showing the approximate location of the
existing facilities. Any relocation costs will be billable to the customer.
To apply for electric service, please call the New Construction department at (520) 918-8300. Please submit a final set of plans including approved site, electric load, paving off-site improvements and irrigation plans. If available, include a PDF version of the plans.

12/11/2023 Commercial Plumbing REQUIRES RESUBMIT 1. The maximum distance between cleanouts for 4” building sewers shall be 100-feet, measured along the developed pipe length from the upstream entrance of the cleanout (see C-5.3). Reference: Section 708.1.1, IPC 2018.
2. An approved development plan is not to be used for construction or modification of on-site utilities (e.g. water service to buildings, building sewers, site lighting, electrical service to buildings, etc.). The construction of the on-site utilities may be included with the permit for constructing the building or as a separate permit.

Comments:
1. The lateral jogs of the sidewalk on either side of the PAAL on 22nd St. should be no shaper than 3:1, longitudinal to lateral per P. A. G. SD 200. Please confirm the plan adhere to this standard, particularly the eastern side of the PAAL.
2. SDG 3-14 - Where sidewalks cross driveways, the sidewalk should be dominant, maintaining the level, slope, and material of the sidewalk. Please redesign the PAAL driveway on 22nd St in accordance with the Street Design Guide. Email me for examples.
3. SDG 5-10 – Recommended curb radiuses for 22nd St. (urban thoroughfare) and a PAAL are 20’.
4. Notes on sheet 11 are missing references to sheet and detail. Sidewalk leading from SE corner of 3rd Ave and E 20th St should be at least 5’ wide. Please show a dimension on the layout plan or include a detail with the dimension.

2. Include flow arrows on the grading sheets to demonstrate clearly where stormwater runoff is flowing.
3. With this project increasing the impervious surface on site by 1.47 acres please provide in the next submittal a drainage report that demonstrates balanced basin detention and first flush retention requirements being met.
4. Fill in all the XXs in the call out labels through out the plans with the correct detail number and sheet number.
5. Show and label the future right of way for 22nd St on the plans.
6. Show and label both the existing and future sight visibility triangles for the driveway on 22nd Street.

COMMENTS: Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

This plan has been reviewed for compliance with the Unified Development Code (UDC), Administrative Manual (AM) Section 2-06, and the Technical Standards Manual (TSM).

Per UDC Section 3.3.3.G.5.c, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year expiration date is December 11, 2024.

1. COMMENT: 2-06.4.1 – Ensure the name, mailing and email addresses, and phone number of the primary property owner of the site, in addition to the email address of the geotechnical engineer, are provided on the cover sheet.

2. COMMENT: 2-06.4.2.D – Include the page number and the total number of pages in the package (i.e., sheet xx of xx) within the title block on all sheets.

3. COMMENT: 2-06.4.3 – Provide the development package case number, TD-DEV-1223-00473, adjacent to the title block on all sheets.

4. COMMENT: 2-06.4.7.A.1 – The existing zoning listed is incorrect and should be both R-2 and C-3.

5. COMMENT: 2-06.4.7.A.2 – List the gross area of the site by both square footage and acreage.

6. COMMENT: 2-06.4.7.A.4 – State that the existing and proposed use is Parks and Recreation, subject to use-specific standards 4.9.13.B and .C.

7. COMMENT: 2-06.4.7.A.8.b – Per UDC Table 6.3-2.B, the maximum permitted lot coverage for a Parks and Recreation use in the R-2 zone is 60%. Provide a lot coverage calculation. Refer to UDC 6.4.3 for specifics relating to lot coverage.

8. COMMENT: 2-06.4.9.F – Clearly delineate the locations of the zoning boundaries within the development package drawings.

9. COMMENT: 2-06.4.9.H.5 – Where back-up spurs are required, demonstrate that the spurs each have a minimum depth and radius of at least three feet (UDC 7.4.6.F.4.b).

10. COMMENT: 2-06.4.9.H.5.a – Provide a motor vehicle parking calculation that includes the existing basketball court. Five motor vehicle parking spaces are required for basketball courts affiliated with the Recreation land use group (UDC Table 7.4.4-1).

11. COMMENT: 2-06.4.9.H.5.d – Show the locations of the required short-term bicycle parking facilities. Eight short-term bicycle parking spaces are required for the project per UDC Table 7.4.8-1. Ensure all required short-term bicycle parking spaces comply with UDC 7.4.9.

12. COMMENT: 2-06.4.9.Q – Provide the height and square footage within the footprint of all proposed structures on the development package drawings.

13. COMMENT: 2-06.4.9.W – The mounting height shown for the accessible parking stall sign on Sheet C 3.4 is incorrect and should maintain a minimum height of 7’-0” when located within a pedestrian circulation path (TSM 7-01.4.3.B).
