1. Provide a water harvesting basin showing the 6-9" depression height. If 2" DG is proposed, ensure this is not included in that height (therefore raising the overall depression to 8-11")
2. Show how roof drainage up to the 10-yr storm is directed under adjacent sidewalks through the use of gutters/scuppers
3. Provide spot grades on the bottoms of each WH basin
4. Provide more spot grades/etc on the pavement to show how water harvesting is being maximized towards the proposed curb cuts/sidewalk scuppers into the basins.
5. Waste stream calculation incorrect: revise calculation for both the TC 15 and TSM 8-01 calculations. Moreover, the TC 15 volume should be accounted for in its entirety, while the TSM 8-01 amount can be collected through multiple weekly collections as needed.
6. Show planned location of waste enclosure on site. Ensure it follows the design and maneuverability requirements of TSM 8-01. Show a detail of the enclosure and ensure it follows the same requirements
7. Ensure 20' minimum along northern section of vehicle lane for 2-way traffic, as well as 24' minimum along PAAL for 90 degree parking (UDC 7.4.6)

This plan has been reviewed for compliance with applicable development criteria in the City of Tucson Unified Development Code (UDC) Administrative Manual (AM) Section 2-11 and Technical Manual (TM) Section for landscape, native plants and water harvesting.
General Note - UDC 2-10.4.1 Identification and Descriptive Data - All improvements and site information, such as adjacent rights-of-way and property lines, shown on the landscape plan will be identical in size and location to those shown on the base plan (site plan or tentative plat). Should amendments be required to the base plan through the review process, the same amendments will be made to the landscape plan which will then be resubmitted along with the base plan.
1. If using d.g. at 2” depth, make sure that the water harvesting basins are 8” deep to allow for d.g. depth. Make sure that grading, water harvesting and landscape plans match, as well as details. There is no detail for water harvesting basins, please provide a detail to show depressed landscape areas.
2. Engineer & LA comment – Label the contour or provide additional flow arrows to show that the first flush is accessing the landscape medians in the north east corner.
3. Engineer & LA comment - Show rooftop drainage patterns and show how they are incorporated into the water harvesting calculations. How is water getting to the west basin? The south?
4. Engineer & LA comment - Identify curb inlets/splash pads, erosion control solutions to landscape areas on grading and water harvesting plans.
5. Please provide all landscape calculations on the landscape plan, including required trees for the parking areas, Admin. Manual 2-10-4.2.A.2.c and landscape borders, UDC Technical Standards 2-10.4.2.f & g.
6. Please label the existing and future rights of way for all public streets, UDC 7.6.4.C.2.a.
7. Consider using an organic groundcover such as mulch instead of d.g.
8. Please label and locate the separate irrigation meter “irrigation only”. UDC Technical Standards 4-01.6.1.A.1.
9. “Moisture Sensor” identified in the irrigation is not enough product detail. Identify the type of irrigation controller with soil moisture gauge, tensiometer, weather station and/or evaportranspiration data. UDC Tech Standards 4-01.4.A.

COMMENTS: Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

This plan has been reviewed for compliance with the Unified Development Code (UDC), Administrative Manual (AM) Section 2-06, and with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM).

Per UDC Section 3.3.3.G.5.c, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year expiration date is January 4, 2024.

2-06.4.0 CONTENT REQUIREMENTS

1. COMMENT: 2-06.4.3 – Provide the development package case number, TD-DEV-1222-00088, adjacent to the title block on all sheets.

4.7 General Notes
The following general notes are required. Additional notes specific to each plan are required where applicable.

2. COMMENT: 2-06.4.7.A.6.a – Ensure any additional applications and overlays, by case number (if applicable), are provided in lower right corner of each sheet. As a general note provide the type of application processed or overlays applicable, a statement that the project meets the criteria/conditions of the additional application or overlay, the case number, date of approval, what was approved, and the conditions of approval, if any.

2-06.4.8 - Existing Site Conditions
The following information shall be provided on the plan/plat drawing to indicate the existing conditions on site and within 50 feet of the site. On sites bounded by a street with a width of 50 feet or greater, the existing conditions across the street will be provided.

3. COMMENT: 2-06.4.8.B – Ensure all easements are shown on the plan. If any easements exist on the site, demonstrate the existing easements do not conflict with the proposed building location.

4. COMMENT: 2-06.4.8.C – Ensure the name, full right-of-way width, recordation data, and type and dimensioned width of paving are provided for Cherry Avenue.

5. COMMENT: 2-06.4.9.F – Provide the zoning classification across the adjacent right-of-way (Cherry Avenue). The basis for this requirement is that some zoning requirements on a project are based on the zoning classification of adjacent property. Also, in some instances, each zone must be taken into consideration on property that is split by two or more zoning classifications, as each may have different requirements.

6. COMMENT: 2-06.4.9.H.5 – Per UDC Table 7.4.6-2, the minimum width of a two-way parking area access lane (PAAL) is 24 feet; proposed is 22.8’. A Technical Standards Modification Request (TSMR) is required to reduce the width of the PAALs. If a TSMR is pursued, add the case number adjacent to the title block on all sheets.

7. COMMENT: 2-06.4.9.H.5.a – Nine motor vehicle parking spaces are required for this proposal; however, only five spaces are depicted on the site plan. Clarify the location of the four remaining on-site parking spaces and demonstrate these spaces meet the requirements of UDC 7.4.6.

8. COMMENT: 2-06.4.9.H.5 – The electric vehicle supply requirements of UDC 7.4.11 and 7.4.12 apply to this project. Demonstrate that one parking space is “EV Ready” and that two parking spaces are “EV Capable” by showing the locations of the electric vehicle supply equipment on the site plan.

9. COMMENT: 2-06.4.9.H.5.d – Per UDC 7.4.9.B.2.g, a bicycle rack must be a minimum of two and one half feet from a wall or other obstruction. Demonstrate that Detail G meets this requirement as well as demonstrate that the proposed bicycle rack does not reduce pedestrian clearance space below four feet in width along the sidewalk (UDC 7.4.9.B.1.a). Lastly, show that the proposed short-term bicycle parking location is within 50 feet of an entrance to the new construction (UDC 7.4.9.C.2.a).

10. COMMENT: 2-06.4.9.O – The required front street setback is 20 feet, or one and one-half the height of the proposed wall, measured from the street property line, whichever is greater (UDC 6.4.5.C.1.a). Based on a wall height of 20 feet, the required front street setback is 30 feet; proposed is 18 feet. Design Development Option (DDO) approval is required to reduce this setback.

11. COMMENT: 2-06.4.9.O – Per UDC Table 6.3-2.A, when a nonresidential use is adjacent to a residential zone, the required interior setbacks are 10 feet, or ¾ the height of the proposed wall, whichever is greater. Based on a wall height of 20 feet, the required setback measured from the south lot line is 15 feet; proposed is 5’-2”. Design Development Option (DDO) approval is also required to reduce this setback. If a DDO is pursued, add the case number adjacent to the title block on all sheets.
