This plan has been reviewed for compliance with applicable development criteria in the City of Tucson Unified Development Code (UDC) Administrative Manual (AM) Section 2-11 and Technical Manual (TM) Section for landscape, native plants and water harvesting. General Note - UDC 2-10.4.1 Identification and Descriptive Data - All improvements and site information, such as adjacent rights-of-way and property lines, shown on the landscape plan will be identical in size and location to those shown on the base plan (site plan or tentative plat). Should amendments be required to the base plan through the review process, the same amendments will be made to the landscape plan which will then be resubmitted along with the base plan. 1. If using d.g. at 2” depth, make sure that the water harvesting basins are 8” deep to allow for d.g. depth. Make sure that grading, water harvesting and landscape plans match, as well as details. Please add a detail to show depressed landscape areas or indicate with notes. 2. Engineer & LA comment - The landscape, water harvesting, and grading plans must match. 3. Engineer & LA comment - Identify curb inlets/splash pads to landscape areas on grading and water harvesting plans. 4. Engineer - Provide spot elevations at each basin bottom on grading plans. 5. The trees mostly are placed 15’ o.c., at least 20’ o.c. is recommended. 6. Please provide all landscape calculations on the landscape plan, including required trees for the parking areas, Admin. Manual 2-10-4.2.A.2.c and landscape borders, UDC Technical Standards 2-10.4.2.f & g. 7. Please label the existing and future rights of way for all public streets, UDC 7.6.4.C.2.a. 8. Consider using an organic groundcover such as mulch instead of d.g. 9. The irrigation plan and specifications are required per UDC Administration Manual 2-10.4.2.C and Technical Standards Manual Section 4-01.4.2, Irrigation Standards. 10. Please label the separate irrigation meter “irrigation only”. UDC Technical Standards 4-01.6.1.A.1. 11. Identify the type of irrigation controller with soil moisture gauge, tensiometer, weather station and/or evaportranspiration data. UDC Tech Standards 4-01.4.A. 12. Provide a maintenance schedule for the landscape and irrigation for this project. UDC 7.6.8, Admin Manual 2-10-4.2.A.4. and Technical Standards 5-01.9., please be specific. 13. An aerial photograph within 3 years, should be a layer on the NPPO plans. 14. Provide registrant stamp on NPPO docs, as well as the name, address on the cover page UDC 7.7.6. 15. Please better distinguish between the mitigation/salvage plants and the other required plants on the legend, symbol or any other method that would communicate the information. Please note that mitigation trees are in addition to other required trees. 16. Please provide a summary of quantities of all inventoried, mitigation and TOS plants in a manner that makes it simple to cross check between landscape and NPP plans. Please organize the inventory by species, and give a total inventoried, TOS. 17. The monitor is responsible for an assessment of the condition of the site’s plants one year after the final inspection has been performed on the site. The monitor shall visit the site and prepare a report on plant status, including general plant condition, the identification of plants under stress and the appropriate method to relieve the stress, and recommendations for replacement of plants that are dead or dying. Dead or dying plants must be replaced with the same size plant at a one-to-one ratio of like genus and species. Copies of the report must be submitted to the site owner/developer and to PDSD. The owner must respond to the plant needs as outlined in the status report within six months of report submittal or within a shorter period if required to improve the health of stressed plants and prevent plant loss. 18. Please identify the project monitor prior to any grading activities, UDC 7.7.5. On-monitoring of all aspects of site clearing, grading, plant protection, preservation, salvage, and mitigation must be provided during project construction at the expense of the developer for all residential development that is over five acres and for all commercial and industrial development that is over one acre . The monitoring must be performed by an individual who is qualified in arid lands native plant resource identification and protection as specified in UDC Section 7.7.4.D, Professional Expertise. The monitor must provide periodic progress reports to the developer outlining the status of work accomplished and any problems encountered. A copy of these reports must be submitted to the PDSD for the project file. This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM). Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is December 26, 2023. 2-06.3.0 FORMAT REQUIREMENTS 1. COMMENT: 2-06.4.3 – Provide the development package case number, TD-DEV-1222-00077, adjacent to the title block on all sheets. 2. COMMENT: 2-06.4.4.C – Provide the section, township, and range, and label the section corners on the location map. 2-06.4.7 - General Notes The following general notes are required. Additional notes specific to each plan are required where applicable. 2-06.4.7.A - Zoning and Land Use Notes 3. COMMENT: 2-06.4.7.A.4 – The proposed use listed under Permitting Notes should be listed as Commercial Storage. 4. COMMENT: 2-06.4.7.A.6.a - As this project is located within the Davis Monthan AFB Airport Environs Zone (AEZ) provide a general note on the cover sheet stating “THIS PROJECT IS DESIGNED TO MEET THE OVERLAY ZONE(S) CRITERIA, UDC ARTICLE 5.6 AIRPORT ENVIRONS ZONE (AEZ)”. 2-06.4.7.A.8 - For development package documents provide: 5. COMMENT: 2-06.4.7.A.8.a – As the proposed “CONTRACTOR STORAGE CONTAINERS” are considered structures provide the floor area for each. 6. COMMENT: 2-06.4.7.A.8.b – As the proposed “CONTRACTOR STORAGE CONTAINERS” are considered structures per UDC Article 5.6.8.C.1.a provide a Floor Area Ratio calculation that meets the requirements of UDC Article 6.4.6. 2-06.4.8 - Existing Site Conditions The following information shall be provided on the plan/plat drawing to indicate the existing conditions on site and within 50 feet of the site. On sites bounded by a street with a width of 50 feet or greater, the existing conditions across the street will be provided. 7. COMMENT: 2-06.4.8.B – The existing easement shown to be abandoned will need to be abandoned prior to approval of this plan. Provide the recordation information for the abandonment on the plan. 2-06.4.9 - Information on Proposed Development The following information on the proposed project shall be shown on the drawing or added as notes. 8. COMMENT: 2-06.4.9.A – It appears that you are proposing individual lease areas for each commercial storage area. Based on the definition of Subdivision, UDC Article 11.4.20, Any division of land, improved or unimproved, for the purpose of financing, sales, or lease, whether immediate or future, in one of four ways: Any property whose boundaries are fixed by a recorded plat, which is divided into more than two parts, requires a subdivision plat. 9. COMMENT: 2-06.4.9.E – As it appears that you are proposing to split off a portion of parcel 141-18-5750 from this project and the privata Land Split must be submitted and approved prior to approval of this plan. Also the combination needs to be completed prior to approval of this plan. The combination can be processed within the land split. 10. COMMENT: 2-06.4.9.F – Label all existing zoning classifications on and adjacent to the project (including across any adjacent right-of-way) shall be indicated on the drawing with zoning boundaries clearly defined. 11. COMMENT: 2-06.4.9.G - If the project is to be phased, provide calculations, setbacks, etc., to indicate that each phase complies with all requirements as a separate entity. Show phase lines on the drawing. Show and label any temporary improvements that may be needed to make the site function for each phase as one entity. If such temporary improvements are off the site of the phase under consideration, a temporary easement or other legal documentation to assure legal use of the property is required. Note recording information. 12. COMMENT: 2-06.4.9.H.4 - Indicate if existing streets are public or private; provide street names, widths, curbs, sidewalks, and utility locations, all fully dimensioned. 13. COMMENT: 2-06.4.9.H.5 – Clearly indicate on the plan how vehicles will be prevented from accessing the Phase 2 area prior to development. 14. COMMENT: 2-06.4.9.H.5.a – Provide a vehicle parking space detail that provides the number required & provided, along with the number of accessible space required & provided including van accessible spaces. Per UDC Table 7.4.4-1: MINIMUM NUMBER OF MOTOR VEHICLE SPACES REQUIRED, STORAGE USE GROUP, Commercial Storage; Hazardous Material Storage, 1 space per 5,000 sq. ft. GFA, plus 1 space per 5,000 sq. ft. of outdoor storage area for the first 20,000 sq. ft. of outdoor storage area, plus 1 space per 10,000 sq. ft. of outdoor storage area over 20,000 sq. ft. of outdoor storage area. That said the storage containers are considered structures therefore they count toward GFA and any outdoor area is also included in the calculation. 15. COMMENT: 2-06.4.9.H.5.a – As phasing is proposed provide a phased vehicle parking space calculation that demonstrates that vehicle parking requirements are met in each phase, see comment 11. 16. COMMENT: 2-06.4.9.H.5.a – Provide a typical parking space detail for both standard parking spaces and those for the physically disabled. 17. COMMENT: 2-06.4.9.H.5.d – Provide a long-term bicycle parking space calculation on the plan that provides the number required and provided. Per UDC Table 7.4.8-1: Minimum Required Bicycle Parking Spaces, STORAGE USE GROUP, Commercial Storage & Hazardous Material Storage, long-term bicycle parking shall be provided at 1 space per 40,000 sq. ft. GFA. Minimum requirement is 2 spaces. 18. COMMENT: 2-06.4.9.H.5.d – Clearly show the required long-term bicycle parking and provide a long-term bicycle parking space detail that demonstrates how the requirements of UDC Article 7.4.9 are met. 19. COMMENT: 2-06.4.9.H.6 - 20. COMMENT: 2-06.4.9.I – As it appears street dedication is proposed at the new cul-de-Sac this dedication must be completed prior to approval of this plan. If approved provide the recordation information for this dedication on the plan. 21. COMMENT: 2-06.4.9.O – Cleary demonstrate that the required street perimeter yard setbacks are met for the storage containers along E Rita Commerce Dr. 22. COMMENT: 2-06.4.9.Q – Provide the square footage and the height of each commercial, industrial, or business structure and the specific use proposed within the footprint of the building(s). 23. COMMENT: 2-06.4.9.R – Demonstrate compliance with TSM Sections 7-01.3 & .4. 24. COMMENT: 2-06.4.9.T - Show refuse collection areas, including locations of dumpsters, screening location and materials, and vehicle maneuverability, fully dimensioned, and access route. 25. COMMENT: 2-06.4.9.W – If applicable indicate the locations and types of proposed signs (wall, free-standing, pedestal) to assure there are no conflicts with other requirements and that minimal locational requirements can be met.
