COMMENTS: Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

This plan has been reviewed for compliance with the Unified Development Code (UDC), Administrative Manual (AM) Section 2-06, and the Technical Standards Manual (TSM).

Per UDC Section 3.3.3.G.5.c, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is February 6, 2024.

1. COMMENT: 2-06.4.1 – Provide the email address of the property owner as well as the name, mailing and email addresses, and phone number of the landscape architect on the cover sheet.

2. COMMENT: 2-06.4.3 – Add the development package case number, TD-DEV-1222-00075, adjacent to the title block on all sheets.

3. COMMENT: 2-06.4.7.A.4 – Correct the proposed use by stating “Food Service with Alcoholic Beverage Service as an accessory use” on the cover sheet. A liquor mitigation plan in compliance with UDC 4.9.4.V.9 is required to serve alcoholic beverages at this location.

4. COMMENT: 2-06.4.7.A.6.a – Provide a general note stating “The project is designed to meet the overlay zone criteria of the Major Street & Routes Setback Zone (MS&R) (UDC Section 5.4).”

5. COMMENT: 2-06.4.7.A.6.b – The above general note should also notate that both lots within the development are affected by the overlay zone.

6. COMMENT: 2-06.4.8 – Indicate the existing conditions across Congress Street and Grande Avenue. On sites bounded by a street with a width of 50 feet or greater, the existing conditions across the street will be provided.

7. COMMENT: 2-06.4.8.B – Ensure all easements are drawn on the site plan. Provide the recordation information, location, width, and purpose of the easement drawn on the site plan. Should an easement not be in use and be proposed for vacation or have been abandoned, so indicate. However, should the easement be in conflict with any proposed building location, vacation of the easement shall occur prior to approval of plan unless written permission from easement holder(s) is provided.

8. COMMENT: 2-06.4.8.C – Provide the width, recordation data, and type and dimensioned width of paving of the adjacent rights-of-way.

9. COMMENT: 2-06.4.9.A – A lot combination or a Covenant Regarding Development and Use of Real Property is required as site circulation occurs on two separate parcels. Provide either an approved Pima County Assessor’s Combo Request form or a recorded covenant with your next submittal.

10. COMMENT: 2-06.4.9.F – Show the existing zoning classifications across the adjacent rights-of-way.

11. COMMENT: 2-06.4.9.H.5.a – Correct General Note 20 by ensuring the correct motor vehicle parking requirement formula is provided throughout.

12. COMMENT: 2-06.4.9.H.5.d – Notate the location of the long-term bicycle parking facilities on the site plan. Additionally, provide a detail demonstrating that the proposed short-term bicycle parking facility meets the requirements of UDC 7.4.9.

13. COMMENT: 2-06.4.9.O – Provide setback dimensions from the proposed development to the property lines and to the back of future curb locations to verify the requirements of UDC Tables 6.3-4.A and 6.4.5.C-1.

14. COMMENT: 2-06.4.9.R - Show a complete pedestrian circulation path connecting to the proposed trash enclosure that meets the standards of Technical Standards Manual Section 7-01.0.0.

15. COMMENT: 2-06.4.9.T – The proposed trash enclosure differs from what is required within Technical Standards Manual Section 8-01.0.0 and will require a Technical Standards Modification Request (TSMR) as well as approval from Environmental Services. If a TSMR is pursued and approved, provide the case number adjacent to the title block on all sheets.

16. COMMENT: 2-06.4.9.W – Indicate the location of the proposed accessible sign and post, and demonstrate there are no conflicts with pedestrian circulation.
