Water harvesting to all landscaped areas and tree wells must be maximized compliant with COT commercial water harvesting standards. First flush volumes should be directed to landscape areas. See pages 9-16 and Tables 2.2 in the Stormwater Detention-Retention Manual. 3. Provide pedestrian access from the entrance to the building to the street compliant with TSM 7-01.3. This plan has been reviewed for compliance with the Unified Development Code (UDC), Administrative Manual (AM) Section 2-06, and the Technical Standards Manual (TSM). Per UDC Section 3.3.3.G.5.c, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year expiration date is February 21, 2024. 1. COMMENT: 2-06.3.12 – Ten sheets are included within the submitted development package; however, the sheet index provided on the first sheet only calls out eight sheets total. Please clarify. 2. COMMENT: 2-06.4.2.B – Provide a brief legal description within the title block provided on each sheet. 3. COMMENT: 2-06.4.2.D – Provide the page number and the total number of packages within the development package (i.e., sheet xx of xx) within the title block. 4. COMMENT: 2-06.4.3 – Add the development package case number, TD-DEV-1222-00072, adjacent to the title block on all sheets. 5. COMMENT: 2-06.4.4.A - Show the subject property approximately centered within the project-location map on the first sheet of the development package. 6. COMMENT: 2-06.4.7.A.4 – Remove general note 17 on the cover sheet as use-specific standard 4.9.13.F does not apply to Protective Services (government owned and operated only) within the R-1 zone. 7. COMMENT: 2-06.4.7.A.6 – Clarify what “C-72-23” and “C-00-044” refer to as indicated on the title block of each sheet. The Zoning Review Section was unable to obtain information based on these case numbers. 8. COMMENT: 2-06.4.7.A.8 – Include the existing detached accessory structures in the rear yard within the floor area, building and accessory building coverage, and expansion calculations. 9. COMMENT: 2-06.4.7.A.8 – Clarify the meaning of “occupied area” as it relates to the proposed building and addition square footage. Review the definition of “gross floor area” in UDC 11.4.8. 10. COMMENT: 2-06.4.8.B – Provide the abandonment information for the existing electrical easement as indicated on Sheet 5. 11. COMMENT: 2-06.4.9.H.2 – Show existing sight visibility triangles along Stella Road (MS&R). On a designated MS&R street, the sight visibility triangles are based on the MS&R cross-section. 12. COMMENT: 2-06.4.9.H.5 – As an expansion greater than 25% is proposed, ensure the parking area access lanes are designed in accordance with UDC Section 7.4.6, Motor Vehicle Use Area Design Criteria. 13. COMMENT: 2-06.4.9.H.5.a – Provide details of both a standard parking space and a parking space for the physical disabled. For information on parking requirements for the physically disabled, refer to adopted building and accessibility codes of the City of Tucson. Design criteria for parking spaces and access are located in Section 7.4.6, Motor Vehicle Use Area Design Criteria, of the UDC. 14. COMMENT: 2-06.4.9.H.5.d – Indicate the location of the short-term bicycle parking rack and demonstrate the rack meets the requirements of UDC 7.4.9. 15. COMMENT: 2-06.4.9.L – Provide the recordation information for the proposed relocated electrical easement as indicated on Sheet 5. 16. COMMENT: 2-06.4.9.O – The setback indication provided on Sheet 1 under “Site Data” is incorrect. Per UDC Table 6.3-2.A, when a nonresidential use is adjacent to a residential zone, the required side and rear yard setbacks are 10 feet or ¾ the height of the proposed wall, whichever is greater. Provide setback dimensions from the proposed new development and rear yard accessory structures to the east and west property lines. 17. COMMENT: 2-06.4.9.O – On streets with an Average Daily Traffic (ADT) of 1,000 or greater, the required front street setback is 21 feet or the height of the proposed wall, whichever is greater, measured from the back of existing or future curb location. Provide a setback dimension from the proposed east addition to the back of existing or future curb location. 18. COMMENT: 2-06.4.9.Q – Provide the square footage and height of each existing accessory structure in addition to the height of the proposed additions. 19. COMMENT: 2-06.4.9.R – Show on-site pedestrian circulation connecting all public access areas of the development to the adjacent right-of-way. A pedestrian connection will also be required to the existing trash enclosure. Review the design criteria in Section 7-01.0.0, Pedestrian Access, of the Technical Standards Manual. 20. COMMENT: 2-06.4.9.W - Indicate the location of the handicap parking sign to assure there are no conflicts with pedestrian circulation. Provide a handicap sign detail as well. 21. COMMENT: Any demolition of existing buildings and structures on this site will require a separate demolition permit.
