ADDITIONALLY, THERE IS AN EXPANSION OF THE DRIVE THRU INTO A SECOND LANE, NEW PARKING LOT LAYOUT, AND THE RELOCATION OF A LIGHT POLE AND TRANSFORMER ACTIVITY NO: TD-DEV-1222-00060 ADDRESS: 4585 N ORACLE RD ZONING: C-3 COMMERCIAL ZONE This plan has been reviewed for compliance with applicable development criteria in the City of Tucson Unified Development Code (UDC) Administrative Manual (AM) Section 2-11 and Technical Manual (TM) Section for landscape, native plants, and water harvesting. Please resubmit revised drawings along with a detailed response letter, which states how all Landscape/NPPO Review Section comments are addressed. SITE LANDSCAPE/NPPO SECTION COMMENTS: 1. Ensure that Zoning and Engineering comments are addressed prior to landscape section approval. 2. Provide the development package case number, TD-DEV-1222-00060, adjacent to the title block on all sheets. 2-06.4.3 3. Label the ROW and the property lines on all landscape sheets. 4. Add sight visibility triangles to all sheets in the plan set that match the civil site plan. 5. It appears that basins are being proposed in the right-of-way? Are these areas receiving new plant material that will bring this street landscape border up to current landscape code? Any landscape, irrigation, and water harvesting areas within the ROW require DTM approval. Contact David Marhefka, PLA with DTM for review and approval of this work. DTM will supply ROW landscape maintenance notes and a letter of approval that can be attached to your next submittal. david.marhefka@tucsonaz.gov 6. The landscape planting plan and planting details are missing from the plan set in this submittal. Provide the planting plan and all applicable planting details for review. 7. Include a construction detail showing root barriers for trees located near hardscape areas. For your reference/use in completing your landscape development package. 9. The Commercial Rainwater Harvesting water budget table is not calculating correctly. The CRWHP looks to have the required percentage for approval, but we will need a revised water budget spreadsheet that is displaying the overall combined percentage for our records and for yours. If a clean version is needed to accomplish this, contact me at the email below and I will email it to you. 10. A rainwater harvesting basin schematic detail is not a requirement but adding it to CRWHP would be a nice addition for construction clarity. If you would like to add the detail and need an example, please reach out and I will send a couple of versions of the schematic for reference. 11. On the CRWHP add callouts or a general note that refers to the civil grading plan and civil details for basin construction. This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM). Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is December 05, 2023. 2-06.4.9 - Information on Proposed Development The following information on the proposed project shall be shown on the drawing or added as notes. 2-06.4.9.O - All applicable building setback lines, such as erosion hazard, floodplain detention/retention basins, and zoning, including sight visibility triangles, will be shown. 1. COMMENT: 2-06.4.9.O - UDC Article 6.4.5.D.2.a.(2) a roofed structure may extend 2’into the required setback. For the proposed canopy shown along the east side of the building show the allowed 2’ overhang and provide a setback dimension from the allowed 2’ overhang to Oracles future right-of-way line. It appears that canopy will not meet the perimeter yard setback. If the canopy does not meet the required 10’ street perimeter yard setback, UDC Article 6.4.5.C.2.a, to the future property line, per UDC Article 3.11.D.1.d a Board of Adjustment for Variance will need to be submitted and approved. 2. COMMENT: 2-06.4.9.O - UDC Article 6.4.5.D.2.a.(2) a roofed structure may extend 2’into the required setback. For the proposed canopy shown along the north side of the building show the allowed 2’ overhang and provide a setback dimension from the allowed 2’ overhang to the right-of-way line. It appears that canopy will not meet the perimeter yard setback. If the canopy does not meet the required 20’ street perimeter yard setback, UDC Article 6.4.5.C.2.b, to the north property line, the reduced setback can be processed in the above Variance process. A Board of Adjustment for Variance must be submitted and approved. 09/09/2024 | Zoning Modifications - DDO | REQUIRES RESUBMIT | The cover sheet of the submitted Design Development Option (DDO) application states a project description of "addition of a canopy on Oracle Road side of building." However, the remainder of the DDO application references a canopy on the Auto Mall Drive side of the building. The building height listed on the cover sheet also does not match the height provided on the development package drawings. Further, per UDC 6.4.5.C.2.a, for nonresidential and multifamily development on an arterial or collector street, the minimum required street perimeter yard is ten feet, as measured from the existing or future property line as determined by the adopted Major Streets and Routes Plan, whichever is greater. Keynote 23 on the development package drawings is labeled as 1,400 square foot shade canopy along Oracle Road. This specific shade canopy also encroaches beyond the required street perimeter yard. Any proposed street perimeter yard reduction along Oracle Road requires the granting of a Board of Adjustment variance (UDC 3.10.3).
