| 04/23/2026 | Site Landscape Standard | REQUIRES RESUBMIT | PLANNING AND DEVELOPMENT SERVICES DEPARTMENT REVIEWER: CHAD KELLER, RLA SITE LANDSCAPE/NATIVE PLANT PRESERVATION SECTION PROJECT: EXPANSION OF EXISTING FUEL FACILITY: INCREASE CANOPY FROM 3,929 SF TO 15,226 SF; INCREASE DISPENSER FROM 8 TO 20 (16 FUELING POSITIONS TO 40) ACTIVITY NO: TD-DEV-1125-00278 ADDRESS: 1660 E TUCSON MARKETPLACE BL ZONING: PAD-15 REVIEW NO. 2 2026.04.23 THE PROPOSED PLANS HAVE BEEN REVIEWED FOR COMPLIANCE WITH APPLICABLE DEVELOPMENT STANDARDS PER THE CITY OF TUCSON UNIFIED DEVELOPMENT CODE (UDC), TECHNICAL STANDARDS MANUAL (TSM), AND ADMINISTRATIVE MANUAL (AM) FOR SITE LANDSCAPE, NATIVE PLANTS, AND RAINWATER HARVESTING. RESUBMIT REVISED DRAWINGS ALONG WITH A DETAILED RESPONSE LETTER, STATING HOW ALL OF THE SITE LANDSCAPE AND NPPO SECTION REVIEW COMMENTS HAVE BEEN ADDRESSED. SITE LANDSCAPE/NPPO SECTION COMMENTS: 1. The NPPO calls out all protected natives to be removed. 30 percent of the inventoried protected native plants need to be either preserved in place or transplanted on site. Please make sure that your mitigation quantities are reflected on the landscape plans. 2. Include a summary breakdown for your Native Plant Preservation Ordinance calculations for each protected species inventoried on-site. *EXAMPLE SUMMARY FOR EACH PROTECTED NATIVE SPECIES TYPE NVENTORIED AND REQUIRED TOS AND REQUIRED MITIGATION: Species name: x Transplant on site (TOS) = x Mitigation Required = x *Transplants should be part of the planting scheme. Include a letter “T” with the symbol location on the plan or some other unique plant symbol. 3. See Administrative Manual Section 2-11.5.0 - SALVAGE AND MITIGATION REPORT. This section will define the calculations for protected native plans and required mitigation. Please use the tables and worksheets in this section to generate the report and include the findings on the NPPO plan. 4. On the tree planting detail show the tree in a tree well that is depressed 4 to 6 inches in depth in the area around the perimeter of the tree trunk for rainfall catchment at the base of the tree. 5. Call out a sized screen rock and color instead of a general decomposed granite. IE: A 2-inch depth of ¾ inch screened rock in Coronado Brown or approved equal by the landscape architect of record or the project owner. 6. Several trees are within 5 feet of hardscape at the north end of the site near the path and pavement for the fuel center. Include a root barrier as part of the tree planting detail in the plan set. See Detail 402 located here: https://www.tucsonaz.gov/Departments/Transportation-Mobility/Landscape/Landscape-Architects. The PDF within the proposed link can be used on the plans to meet this requirement. 7. Include and call out sight visibility triangles at the entry and exit of the site on the planting plan and all other improvement plans within the plan set. 8. The civil grading plan does not indicate depressed planting area contouring within landscape planting beds. If any of the landscape planting areas are going to be depressed, then show contouring on the grading plan and matching line work on all other sheets. Include a leader callout at the areas that will be depressed. Include an elevation at the top contour and bottom of the depressed area. Thank you. Tucson Marketplace Blvd. Tucson, AZ 85713 Development Package (2nd Review) TD-DEV-1125-00278 TRANSMITTAL DATE: 4/16/2026 DUE DATE: 4/20/2026 COMMENTS: Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed. Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is November 25, 2026. SECTION 2-06.0.0: DEVELOPMENT PACKAGE (TENTATIVE PLATS AND SITE PLANS) 2-06.4.6 - If the project is located within the boundaries of a Planned Area Development (PAD) zone, include a reduced-scale map of the PAD on the first sheet, indicating the location of the portion being developed. 1. COMMENT: 2-06.4.6 – Previous comment 8 not addressed completely. As this property is located within PAD-15 (The Bridges), please include a reduced-scale map of the entire PAD on the first sheet as noted by the standard above. The reduced scale map provided does not show the entire PAD. 2-06.4.7 - General Notes The following general notes are required. Additional notes specific to each plan are required where applicable. Zoning and Land Use Notes 2-06.4.7.A.4 - Identify the existing and proposed use of the property as classified per the UDC. List all UDC sections applicable to the proposed uses. 2. COMMENT: 2-06.4.7.A.4 – Previous comment 9 not addressed accurately. Clearly identify the existing and proposed use of the property per the UDC as noted by the standard above. Per the UDC, the use should be classified as Large Retail Establishment subject to the standards set forth within Section C.2.2.C.2 of the PAD-15 document. 2-06.4.9.A - Draw in all proposed lot lines with approximate distances and measurements. 3. COMMENT: 2-06.4.9.A – Follow up to previous comment 14. As a lot line adjustment is being proposed, please include the recordation information.
