Please resubmit revised drawings along with a detailed response letter, which states how all of the Site Landscape/NPPO Section review comments have been addressed. SITE LANDSCAPE/NPPO SECTION COMMENTS: 1. It appears that trees could be added to the replacement curbed planter islands in the re-developed area. If trees are added for additional shade, then please depress the areas 6” for rainwater harvesting. Also grade the replaced impervious areas surrounding the planter islands to curb cut inlets if feasible. Irrigation may be available in those areas currently; otherwise, supplemental irrigation will need to be provided for plan establishment. See the following code reference for interpretation of the 25% or less expansion and landscape requirements for only the proposed expansion. This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM). Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is December 12, 2025. 2-06.4.0 CONTENT REQUIREMENTS 1. COMMENT: 2-06.4.3 – Provide the development package case number, TD-DEV-1124-00321, adjacent to the title block on all sheets. 2-06.4.9 - Information on Proposed Development The following information on the proposed project shall be shown on the drawing or added as notes. 2. COMMENT: 2-06.4.9.H.5 – Provide access lane/PAAL width dimensions from the proposed service bay/parking garage north to the parking, buildings curbs, etc. 3. COMMENT: 2-06.4.9.H.5.a – It does not appear that the vehicle parking space calculation is correct. Vehicle display and inventory space do not count as provided spaces. The calculation shows 438 required spaces and under Provided Parking Breakdown on 348. Zoning recommends that you modify the calculation to show the number of required and provide vehicle parking space to be 438 and revise the display and inventory to be 339. 4. COMMENT: 2-06.4.9.H.5.a – Clarify if the proposed parking garage is for display and inventory or required vehicle parking. If the proposed parking garage is for required vehicle parking provide a fully dimensioned layout so that Zoning can determine if UDC Article 7.4.6 requirements are met. 5. COMMENT: 2-06.4.9.O – The setback shown for the south property line is not correct. Per discussions with the Zoning Administrator as the zoning boundary is located in the middle of the drainage easement this site would be considered nonresidential use to a nonresidential zone therefore the perimeter yard setback would be 0”-0”, UDC Table 6.3-4.A. Sorry about that didn’t notice that the text didn’t copy. This is TD-DEV-1124-00321, new service bays and parking garage for Chapman VW at 4540 E. 22nd St., C-2 Zone. My question has to do with perimeter yard setbacks. Per UDC Article 6.4.5.B.1 perimeter yard setbacks for interior property lines are measured from the property line. There is a drainage easement to the south of this parcel and then residential south of the easement. It appears based on MapTucson that the zoning boundary runs down the middle of the drainage easement, red line shown on the plan. The property line is approximately 17.5’ north of the zoning boundary, green line. The way I see this is the adjacent zoning would be C-2 so required setback would be 0’-0”. Would you agree?. |
