1. See Administrative Manual Sec 2-06 for Site Plan (Development Plan) content requirements including area of disturbance for the addition of the loading docks and proposed landscape work. Please provide the complete development plan number in the title block of each page.
2. Please provide drawdown calculations for the loading dock sump system. The drawdown time limits are 4 hours if the water is draining off-site, and 12 hours if it is remaining on-site. It is preferred that the dock discharge be routed to landscaped areas or water harvesting basins. Please show the drainage flow pattern to the “nearest planter area.”

This plan has been reviewed for compliance with applicable development criteria in the City of Tucson Unified Development Code (UDC) Administrative Manual (AM) Section 2-11 and Technical Manual (TM) Section for landscape, native plants, and water harvesting.

Please resubmit revised drawings along with a detailed response letter, which states how all of the Site Landscape/NPPO Section review comments have been addressed.

SITE LANDSCAPE/NPPO SECTION COMMENTS:

1. Upon review of aerial photos of the site, it appears that protected native vegetation may be present on the site where the new loading dock is proposed on the east side of the building at 2721 E Elvira Rd. (Palo Verde and Mesquite Trees). Please provide an NPPO that shows preservation, transplant or mitigation for the protected plants that will be disturbed/destroyed. If there are no viable protected native plants, or if there are protected native plants, but they won’t be disturbed, then please provide an NPPO Waiver for the project. If a copy of the NPPO Waiver for exception is needed, please contact me at the email below.

2. With the addition of planter islands throughout the site, can native trees and understory vegetation be added to those planter beds? This will provide some shade to the expansive impervious area and help with heat island effect. Supplemental irrigation will need to be added to the planting areas for plant establishment.

COMMENTS: Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is December 4, 2025.

SECTION 2-06.0.0: DEVELOPMENT PACKAGE (TENTATIVE PLATS AND SITE PLANS)

2-06.3.0 FORMAT REQUIREMENTS:

2-06.3.8 - The north arrow, contour interval, and scale as applicable to each sheet should be placed together in the upper right corner of each sheet.

1. COMMENT: 2-06.3.8 – Please provide the information as noted above on sheet 2.

CONTENT REQUIREMENTS:

2-06.4.1 - The name, mailing and email addresses, and phone number of the primary property owner of the site, the developer of the project, registrant(s), and other person(s), firm(s), or organization(s) that prepared the development package documents shall be provided on the right half of the cover sheet. The applicable registration or license number shall be provided if prepared by or with the assistance of a registered professional, such as a surveyor, architect, landscape architect, or engineer. All sealing shall be consistent with Arizona Board of Technical Registration guidelines.

2. COMMENT: 2-06.4.1 – The contact information for the owner/developer must be added on the cover sheet as noted by the standard above.

2-06.4.3 - The administrative street address and relevant case numbers (development package document, subdivision, rezoning, board of adjustment, DDO, MDR, DSMR, overlay, etc.) shall be provided adjacent to the title block on each sheet.

3. COMMENT: 2-06.4.3 – Please provide the development package number on each sheet – TD-DEV-1124-00320 and any applicable case numbers as noted by the standard above.

2-06.4.7 - General Notes:
The following general notes are required. Additional notes specific to each plan are required where applicable.

Zoning and Land Use Notes:

2-06.4.7.A.4 - Identify the existing and proposed use of the property as classified per the UDC. List all UDC sections applicable to the proposed uses.

4. COMMENT: 2-06.4.7.A.4 – If new uses are proposed, please list the buildings and square footages of those proposed uses. General notes 2 and 3 are conflicting with the types of uses. It is not clear what the actual use of the property is based on General notes 2 and 3. In addition, the General note 6.A also appears to be in conflict with the General notes 2 and 3 as it relates to the existing or proposed use. Please identify the current or existing uses on the site.

2-06.4.7.A.8 - For development package documents provide:

2-06.4.8.C - The following information regarding existing private or public right-of-way adjacent to or within the site shall be provided: the name, right-of-way width, recordation data, type and dimensioned width of paving, curbs, curb cuts, and sidewalks.

5. COMMENT: 2-06.4.8.C – Please label the recordation for Elvira Road. Also, please revise the 7.5’ sidewalk note to state pedestrian area or curb to property line dimension. (There does not appear to be any sidewalk constructed in front of the site.)

2-06.4.9 - Information on Proposed Development
The following information on the proposed project shall be shown on the drawing or added as notes:

2-06.4.9.F - All existing zoning classifications on and adjacent to the project (including across any adjacent right-of-way) shall be indicated on the drawing with zoning boundaries clearly defined. If the property is being rezoned, use those boundaries and classifications. The basis for this requirement is that some zoning requirements on a project are based on the zoning classification of adjacent property. Also, in some instances, each zone has to be taken into consideration on property that is split by two or more zoning classifications, as each may have different requirements.

6. COMMENT: 2-06.4.9.F – Please include the zoning classification for the parcel across Elvira Road.

2-06.4.9.H.4 - Indicate if existing streets are public or private; provide street names, widths, curbs, sidewalks, and utility locations, all fully dimensioned.

7. COMMENT: 2-06.4.9.H.4 – Please call out Elvira Road (Public).

2-06.4.9.H.5 - If utilizing parking area access lanes (PAALs), they shall be designed in accordance with Section 7.4.6, Motor Vehicle Use Area Design Criteria, of the UDC.

8. COMMENT: 2-06.4.9.H.5 – Please demonstrate access and maneuverability into the new loading dock areas on the site plan.

2-06.4.9.H.5.a - Show all motor vehicle off-street parking spaces provided, fully dimensioned. As a note, provide calculations on the number of spaces required (include the ratio used) and the number provided, including the number of spaces required and provided for the physically disabled. The drawing should indicate parking space locations for the physically disabled. A typical parking space detail shall be provided for both standard parking spaces and those for the physically disabled. For information on parking requirements for the physically disabled, refer to adopted building and accessibility codes of the City of Tucson. Design criteria for parking spaces and access are located in Section 7.4.6, Motor Vehicle Use Area Design Criteria, of the UDC.

9. COMMENT: 2-06.4.9.H.5.a – It is acknowledged that the new loading docks will eliminate some of the existing onsite parking spaces. Please clearly identify the number of parking spaces required and total provided based on the current existing uses or if new uses are proposed, please provide the required parking for the proposed new uses. Additional comments may be forthcoming depending on responses to this comment and corrections made to the drawing or notes.

2-06.4.9.H.5.c - Show all loading zones, vehicle maneuverability fully dimensioned, and access route. Provide as a note the number of loading spaces required, the number provided, whether the loading space is a Type A or B as provided in UDC Section 7.5.4.

10. COMMENT: 2-06.4.9.H.5.c – Please provide the information as noted by the standard above.

2-06.4.9.H.5.d - Show bicycle parking facilities fully dimensioned. For specifics, refer to Section 7.4.9, Bicycle Parking Design Criteria, of the UDC. Provide, as a note, calculations for short and long term bicycle spaces required and provided.

11. COMMENT: 2-06.4.9.H.5.d – If applicable, please identify relocated bicycle parking facilities.

2-06.4.9.Q - Provide the square footage and the height of each commercial, industrial, or business structure and the specific use proposed within the footprint of the building(s).

12. COMMENT: 2-06.4.9.Q – Please provide within all the building footprints the information on sheet 2 as noted by the standard above.

2-06.4.9.R - Show on-site pedestrian circulation and refuge utilizing location and the design criteria in Section 7-01.0.0, Pedestrian Access, of the Technical Standards Manual.

13. COMMENT: 2-06.4.9.R – It appears the loading docks will alter the onsite pedestrian circulation/connectivity. Please identify on the plans where the pedestrian connections and accessible routes will be provided to all buildings.

2-06.4.9.W - Indicate the locations and types of proposed signs (wall, free-standing, pedestal) to assure there are no conflicts with other requirements and that minimal locational requirements can be met. Indicate if there are any existing billboards on site. Compliance to the Sign Code, Chapter 3 of the Tucson Code, is required.

14. COMMENT: 2-06.4.9.W – It is acknowledged that the existing sign is to be relocated/replaced. Please show or identify the new sign location if relocated.
