This plan has been reviewed for compliance with applicable development criteria in the City of Tucson Unified Development Code (UDC) Administrative Manual (AM) Section 2-11 and Technical Manual (TM) Section for landscape, native plants, and water harvesting.

Please resubmit revised drawings along with a detailed response letter, which states how all of the Site Landscape/NPPO Section review comments have been addressed.

SITE LANDSCAPE/NPPO SECTION COMMENTS:

1. The vehicular use area/parking lot requires a 5’ masonry wall along the west and east property lines. I should have caught this on the last review or during our phone call about the site. See UDC TABLE 7.6.4-1 Parking Lot land use adjacent to Residential zone requires a 5’ wall. Also see UDC 7.6.5 SCREENING STANDARDS: The purpose of screening is to provide visual barriers, noise reduction, and to provide privacy.
A. When Required - Screening for individual land uses and zones must be provided as determined in Table 7.6.4-1 and in addition to the required landscape borders. Screening is not required between similar uses in accordance with Table 7.6.4-1.
B. Screening Materials
1. Walls
a. All walls required by this section must be of masonry material or masonry with a stucco or textured finish.

The plans appear to comply other than this oversight on my part. Once the walls are coordinated throughout the plan set, then site landscape will be able to approve the Development Package.

COMMENTS: Resubmit revised drawings along with a detailed response letter, which states how all Zoning Review Section comments were addressed. This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM). Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is December 04, 2025. 2-06.2.0
APPLICATION SUBMITTAL REQUIREMENTS
1. COMMENT: 2-06.2.4 – Remove all references to building codes from the plans and remove all sheets that are building related permit documents. The DP review is for site related reviews only, i.e. Site, Grading, Landscape, etc.
Remove the provided floor plan and label the electrical and plumbing plans as for reference only. These will be formally reviewed and approved with the building permit, not the development package.
2-06.4.0 CONTENT REQUIREMENTS
2. COMMENT: 2-06.4.2.D - The page number and the total number of pages in the package (i.e., sheet xx of xx) shall be provided on all sheets. This comment was not addressed. Please provide the requested information.
2-06.4.7 - General Notes The following general notes are required. Additional notes specific to each plan are required where applicable.
2-06.4.7.A - Zoning and Land Use Notes
3. COMMENT: 2-06.4.9.H.5.a – Provide a vehicle parking space calculation that shows the number of spaces required (include the ratio used) and the number provided, including the number of spaces required and provided for the physically disabled. The physical disable shall include the number of van accessible required and provided.
This comment was not fully addressed. Per UDC Table 7.4.4-1, any multifamily development on a single site with 2-5 units only requires one motor vehicle parking space per unit.
4. COMMENT: 2-06.4.9.H.5.a – Provide a standard, parallel and accessible vehicle parking space detail.
The standard detail for the accessible vehicle parking space is incomplete and should also demonstrate the location, distance, height, and type of accessibility signs posted. Reference ADA parking standards referenced here: https://www.ada.gov/topics/parking/. When four or fewer total parking spaces are provided, a sign is not required.
The current location of the ADA accessible space is not compliant with accessibility requirements, for the following reasons:
a. When four or more total parking spaces are provided, two accessibility signs are required for the ADA parking space. None are shown, nor is there is location to place them in the current configuration.
b. Maneuverability into the ADA parking space in the case that the northern parallel parking spaces are filled is difficult and requires driving forward of, and backing into, the ADA space.
c. No ramp is shown from the ADA aisle onto the adjacent sidewalk. Direct connectivity from the aisle to the adjacent pedestrian circulation is required.
Please consider relocation of the accessible parking space and aisle to the southern parking area adjacent to the building. Though this may result in the loss of one space, only four total parking spaces are required to be shown on site.
