This plan has been reviewed for compliance with applicable development criteria in the City of Tucson Unified Development Code (UDC) Administrative Manual (AM) Section 2-11 and Technical Manual (TM) Section for landscape, native plants, and water harvesting.

The comments provided are preliminary and are not to be assumed as a complete review of the proposal. During the Development Package review process, a full review will be made by Landscape/NPPO to ensure compliance with the applicable UDC development criteria and Technical Standards.

SITE LANDSCAPE/NPPO REVIEW COMMENTS:

1. Provide planting details for contractor construction purposes. Tree planting; shrub planting; cacti planting detail.

2. Backflow and battery powered controller are shown on the planting plant. It appears that irrigation drip lines are currently running to all of the planters as well. Provide a basic irrigation plan and details for construction purposes. IE: Single and multi-outlet emitter and poly pipe for shrubs and trees; end flush cap; trenching and pipe depth; rain shut off device if applicable.

3. City of Tucson Standard planting and irrigation details can be found here for your reference and use: https://www.tucsonaz.gov/Departments/Transportation-Mobility/Landscape/Landscape-Architects.

4. Add basic contouring and notes to depress the planting areas 2 to 4 inches to provide rainfall only water harvesting for the new proposed shrubs and trees. Depth not to exceed 4-inch for pedestrian health and safety.

5. A depressed landscape planting area schematic detail is not a requirement but adding it to the planting plan would be a nice addition for construction clarity. If you would like to add the detail and need an example, please reach out and I will send an example of the schematic for reference.

6. Can a couple more shade trees be added to the planter areas? Shading of the pedestrian circulation area is a large component of the landscape requirements within the Rio Nuevo Area. Specifically in the western most planter with the existing sign that does not currently include a shade tree.

7. Include a construction detail showing root barriers for trees located near hardscape areas. See Detail 402 located here: https://www.tucsonaz.gov/Departments/Transportation-Mobility/Landscape/Landscape-Architects

8. Add any general calculations per the Rio Nuevo Area Guidelines that are applicable to meeting the requirements of the area.

COMMENTS: Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM).

Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is November 13, 2025

1. Provide a legend that shows and describes all symbols used on the drawing is to be provided, preferably on the first sheet.
CONTENT REQUIREMENTS
2. Add the DP number (TD-DEV-1124-00303) to the title block
3. Ensure the page numbering is consistent. Sheet 1 shows 1 of 1 sheet. Ensure both sheets are accounted for.
GENERAL NOTES
4. Provide, as a general note, “Existing zoning is ____.”
5. List the gross area of the site by square footage and acreage.
6. Identify the existing and proposed use of the property as classified per the UDC.
7. Provide a Percentage of gross floor area, land area, or vehicular use area expansion. If the
building(s) or lot area have been previously expanded, those calculations shall
be included.
EXISTING SITE CONDITIONS:
8. Provide site boundary information, including bearing in degrees, minutes, and
seconds, together with distances in feet, to hundredths of a foot, or other
functional reference system.
9. Ensure all existing easements shall be drawn on the plan. The recordation information,
location, width, and purpose of all easements on site will be stated.
10. The following information regarding existing private or public right-of-way
adjacent to or within the site shall be provided: the name, right-of-way width,
recordation data, type and dimensioned width of paving, curbs, curb cuts, and
sidewalks. Please provide ROW information for Church and Alameda.
INFORMATION OF PROPOSED DEVELOPMENT:
The following information on the proposed project shall be shown on the drawing or
added as notes.
11. All existing zoning classifications on and adjacent to the project (including across
any adjacent right-of-way) shall be indicated on the drawing with zoning
boundaries clearly defined.
12. As the use appears to be a Commercial-Food Service use, 15 additional parking spaces are required, per on UDC 7.4.4-1. Please provide a parking calculation for the building, including the new parking required from the construction of the patio. There are no parking spaces provided on the plan. The site is within the Greater Infill Incentive District, which may be used to reduce the parking by 25% (UDC 5.12.9). If a greater parking reduction is proposed, an Individual Parking Plan (IPP) may be applied for to reduce the parking. Please contact Mark.Castro@tucsonaz.gov for more information regarding the IPP.
13. As this site is located within the Downtown Zone RNA a Historic review must be completed prior to approval of this DP.
14. Show bicycle parking facilities fully dimensioned. For specifics, refer to Section
7.4.9, Bicycle Parking Design Criteria, of the UDC. Provide, as a note,
calculations for short and long term bicycle spaces required and provided.
15. Show all loading zones, vehicle maneuverability fully dimensioned, and access
route. Provide as a note the number of loading spaces required, the number
provided, whether the loading space is a Type A or B as provided in UDC
Section 7.5.4.
16. Provide all applicable building setback lines per UDC 6.4.5.
17. Show on-site pedestrian circulation and refuge utilizing location and the design
criteria in Section 7-01.0.0, Pedestrian Access, of the Technical Standards
Manual. Ensure the proposed patio does not obstruct any require pedestrian access.
18. Show existing or proposed pedestrian circulation along abutting rights-of-way.
Such sidewalks must comply with accessibility requirements for the physically
disabled and the design criteria in Section 10-01.0.0, Street Technical Standards,
of the Technical Standards Manual.
19. Show refuse collection areas, including locations of dumpsters, screening
location and materials, and vehicle maneuverability, fully dimensioned, and
access route. If dumpster service is not proposed, indicate type of service. For
specific information on refuse collection, refer to Section 8-01.0.0, Solid Waste
and Recycle Disposal, Collection, and Storage, of the Technical Standards
Manual. Refuse collection on all projects shall be designed based on that
section, even if collection is to be contracted to a private firm.
