12/10/2024 | Site Landscape | REQUIRES RESUBMIT | CDRC TRANSMITTAL PLANNING AND DEVELOPMENT SERVICES DEPARTMENT REVIEWER: CHAD KELLER, RLA SITE LANDSCAPE/NATIVE PLANT PRESERVATION SECTION PROJECT: NEW COMMERCIAL BUILDING FOR FOOD & BEVERAGE SALES ACTIVITY NO: TD-DEV-1124-00301 ADDRESS: 2150 E BROADWAY BL ZONING: C-2 COMMERCIAL ZONE This plan has been reviewed for compliance with applicable development criteria in the City of Tucson Unified Development Code (UDC) Administrative Manual (AM) Section 2-11 and Technical Manual (TM) Section for landscape, native plants, and water harvesting. Please resubmit revised drawings along with a detailed response letter, which states how all of the Site Landscape/NPPO Section review comments have been addressed. SITE LANDSCAPE/NPPO SECTION COMMENTS: 1. Provide the development package case number, TD-DEV-1124-00301, adjacent to the title block on all sheets. 2-06.4.3 2. Prior to Site Landscape Development Package approval, please make sure Site Zoning and Site Engineering comments/concerns are addressed. 3. The simplification of the rainwater harvesting plan looks good. Provide a bold line that captures the entire subwatershed (37,985 SF on the spreadsheet). It should encapsulate the impervious surface and the WHIA’s as well. 4. The bold note referencing the civil grading plan in the General Water Harvesting Notes is great. Also include general flow line arrows for redundant clarity. The civil grading plan has many spot elevations that can be used to interpolate which direction the water is draining. 5. It appears that additional 3-foot curb openings for inlet and outlet of rainwater could be added. In particular, the planting areas in the east parking area. Work with the civil to see if additional opportunities are available to let rainwater flow into and out of the planting islands. 6. We have seen some instances where the narrow tree planting areas adjacent to parking stalls have become a hazard for health and safety. Can a call out be added to those specific planters where people are getting out of their cars to be 4-to-6-inch depth, or a maximum of 6-inch depth and coordinate this information with the civil engineer? 7. There are several locations that show planting in the ROW. Up to 5 feet of the ROW can be used for compliance with the street landscape border requirement with DTM approval. Please reach out to DTM and David Marhefka if you haven’t already for review and approval of these planting locations and a few irrigation line locations. A letter or an email from David with his approval attached to the next submittal will be approvable by Site Landscape. This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM). Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is November 19, 2025. 2-06.4.0 CONTENT REQUIREMENTS 1. COMMENT: 2-06.4.1 – Provide the phone number and email address for the Owner/Developer listed on sheet 1. 2. COMMENT: 2-06.4.3 – Provide the development package case number, TD-DEV-1124-00301, adjacent to the title block on all sheets. 2-06.4.7 - General Notes The following general notes are required. Additional notes specific to each plan are required where applicable. 2-06.4.7.A - Zoning and Land Use Notes 3. COMMENT: 2-06.4.7.A.4 – General Note 3 states that this use “IS NOT SUBJECT TO ANY USE SPECIFIC STANDARDS” but that is not correct. As this site is located within the C-1 Zone Use Specific Standard 4.9.13.O applies, UDC Table 4.8-4. 4. COMMENT: 2-06.4.7.A.6.a – Per the COT MS&R Map Broadway Blvd. is designated as an Arterial Gateway. Revise General Note 24 to include UDC Sec. 5.5 Gateway Corridor Zone (GCZ) and remove the reference to “DOWNTOWN AREA INFILL INCENTIVE DISTRICT (IID)” from the note as this site is not located within the IID. 2-06.4.7.A.8 - For development package documents provide: 5. COMMENT: 2-06.4.7.A.8.c – As this project is a complete redevelopment of this site remove General Note 27 as this project is not considered an expansion. 2-06.4.8 - Existing Site Conditions The following information shall be provided on the plan/plat drawing to indicate the existing conditions on site and within 50 feet of the site. On sites bounded by a street with a width of 50 feet or greater, the existing conditions across the street will be provided. 6. COMMENT: 2-06.4.8.B – As cross access is proposed with parcel 129-04-171A to the south some type of easement or agreement is required. Provide a copy of the recorded document with the next submittal. 2-06.4.9 - Information on Proposed Development The following information on the proposed project shall be shown on the drawing or added as notes. 7. COMMENT: 2-06.4.9.A – As this site appears to be made up of 5 parcels and some right-of-way a lot combination and abandonment of the right-of-way is required prior to approval of this DP. Provide the applicable documentation for these requirements. 8. COMMENT: 2-06.4.9.H.5.a – It dose not appear that the provided number of vehicle parking spaces is correct. Zoning was only able to 142 on site. 9. COMMENT: 2-06.4.9.O – General Note 17 Building Setbacks the East Required is not correct. Review UDC Article 6.4.5.C.2.b and provide the correct required setback. 10. COMMENT: 2-06.4.9.Q – General Note 17 you reference “DIMENSIONAL STANDARDS PER U.D.,C SEC. 6.3 FOR C-2 ZONE, Maximum Building Height = 30’”. Per UDC Table 6.3-4.A C-2 zone the maximum allowed height is 40’. As the proposed building appears to be located within the C-1 zoned portion of the site the dimensional standards should refence C-1 zoning requirements. 11. COMMENT: 2-06.4.9.R – Show the required sidewalk/pedestrian access from the proposed building out to the sidewalk within the Plumber Ave. right-of-way, TSM Section 7-01.4.1.A.
