Broadway Blvd. Development Package (1st Review) TD-DEV-1124-00299 TRANSMITTAL DATE: February 21, 2025 DUE DATE: February 20, 2025 COMMENTS: Resubmit revised drawings along with a detailed response letter, which states how all Zoning Review Section comments were addressed. This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM). Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is February 03, 2026. 2-06.2.0 APPLICATION SUBMITTAL REQUIREMENTS 1. COMMENT: 2-06.2.2 – Remove all revision clouds and deltas from the plans. 2. COMMENT: 2-06.2.4 – As the development package is designed to allow for concurrent review of any site related reviews, remove all building code references from the plan and any information that is not site related, to include but not limited to. Code and Building Date, Sign Vender List, Vendor List, Life Safety Summary, Fire Alarm Notes, HFT Vender Scope Of Work Summary, HFT Furnished Items, G.C. To Install, Sheets A3.0 & A3.1 2-06.3.0 FORMAT REQUIREMENTS 3. COMMENT: 2-06.3.7 – The project-location map shall be provided in the upper right corner of the cover sheet. 4. COMMENT: 2-06.3.9 – The plan drawing shall be oriented with north toward the top of the sheet. If it is not practical to orient north to the top of the sheet, the plan drawing shall be oriented with north to the left side of the sheet. 5. COMMENT: 2-06.3.12 – Revise the sheet index to reflect comment 2 above. 2-06.4.0 CONTENT REQUIREMENTS 6. COMMENT: 2-06.4.1 – Provide the name, mailing and email addresses, and phone number of the primary property owner of the site on the right half of the cover sheet. 7. COMMENT: 2-06.4.2.B - The title block shall include a brief legal description. 8. COMMENT: 2-06.4.2.D - The title block shall include page number and the total number of pages in the package (i.e., sheet xx of xx). 9. COMMENT: 2-06.4.3 – Provide the development package case number, TD-DEV-1222-00, adjacent to the title block on all sheets. 10. COMMENT: 2-06.4.4 - The project-location map to be located on the first sheet of the development package in the upper right corner, shall cover approximately one square mile, be drawn at a minimum scale of three inch equals one mile, 11. COMMENT: 2-06.4.4.B - The project-location map shall identify major streets and regional watercourses within the square mile area and all streets that abut the subject property 12. COMMENT: 2-06.4.4.C – Provide the section, township, and scale of the location map and label the section corners. 2-06.4.7 - General Notes The following general notes are required. Additional notes specific to each plan are required where applicable. 2-06.4.7.A - Zoning and Land Use Notes 13. COMMENT: 2-06.4.7.A.1 – List as a general note “EXISING ZONING IS C-1”. 14. COMMENT: 2-06.4.7.A.2 - List as a general note the gross area of the site by square footage and acreage. This shall include the entire shopping center. 15. COMMENT: 2-06.4.7.A.4 – Review UDC Table 4.8-4, and provide a general note identify the existing and proposed use of the property as classified per the UDC. List all UDC sections applicable to the proposed uses. 16. COMMENT: 2-06.4.7.A.6.a - As Broadway and Camino Seco are designated as Arterials on the COT MS&R Map provide a general note on the cover sheet stating “THIS PROJECT IS DESIGNED TO MEET THE OVERLAY ZONE(S) CRITERIA, UDC ARTICLE 5.4 MAJOR STREETS AND ROUTES SETBACK ZONE (MS&R) 2-06.4.7.A.8 - For development package documents provide: 17. COMMENT: 2-06.4.7.A.8.a – As a note provide the gross floor area (GFA) of the building. Review UDC Article 11.4.8 for the definition of GFA. 18. COMMENT: 2-06.4.7.A.8.d - When the proposed site is part of a larger site, the calculations encompass the entire site, whether existing or proposed. 2-06.4.8 - Existing Site Conditions The following information shall be provided on the plan/plat drawing to indicate the existing conditions on site and within 50 feet of the site. On sites bounded by a street with a width of 50 feet or greater, the existing conditions across the street will be provided. 19. COMMENT: 2-06.4.8.A – Show the south and west property lines on the plan along with the distance and bearings. 20. COMMENT: 2-06.4.8.C – Provide the following information for Camino Seco, right-of-way width, and dimensioned width of paving, curbs, curb cuts, and sidewalks. 2-06.4.9 - Information on Proposed Development The following information on the proposed project shall be shown on the drawing or added as notes. 21. COMMENT: 2-06.4.9.F - All existing zoning classifications on and adjacent to the project (including across any adjacent right-of-way) shall be indicated on the drawing with zoning boundaries clearly defined. 22. COMMENT: 2-06.4.9.H.5 – Provide a PAAL width dimension from the proposed loading zone to the vehicle parking to the west. 23. COMMENT: 2-06.4.9.H.5 – Provide an access lane width dimension form the proposed loading zone to the trash enclosure to the west. 24. COMMENT: 2-06.4.9.H.5.a – The vehicle parking space calculation shall include the entire shopping center, see comment 18. COMMENT: 2-06.4.9.H.5.a – The bollards called out under keynotes 110 & 111 show up on aerial photos some time after 2020 and it appears that the bollards encroach into the minimum 18’-0” parking space length, UDC Table 7.4.6-1. Clearly demonstrate that the minimum 18’ length is provided. 26. COMMENT: 2-06.4.9.H.5.a – Clearly demonstrate that the requirements of UDC Article 7.4.6.D.2.b are met for the parking spaces east and west of the cart coral called out under keynote 116. 27. COMMENT: 2-06.4.9.O – As the trash enclosure exceeds 6’-0” in height provided a setback dimension form the enclosure to the west property line. Per UDC Article 6.4.5.C.2.a the minimum setback is 10’-0”. A Board of Adjustment for Variance will be needed to reduce this setback. A Board of Adjustment for Variance must be submitted and approved.
