2. According to recent clarification from Environmental Services, per TSM section 8-01, although recycling service isn’t required the site does need to provide at minimum the enclosure space for both solid waste and recycling. So, a single enclosure won’t be sufficient and a double enclosure or an additional single enclosure will be needed to meet this requirement. Or a Technical Standards Modification Request (TSMR) reviewed and approved by Environmental Services (ES) will be required.
3. Revise the note for the trash enclosure to read per TSM section 8-01 or include a detail that shows the enclosure meets the requirements from TSM 8-01.

This plan has been reviewed for compliance with applicable development criteria in the City of Tucson Unified Development Code (UDC) Administrative Manual (AM) Section 2-11 and Technical Manual (TM) Section for landscape, native plants, and water harvesting.

Please resubmit revised drawings along with a detailed response letter, which states how all Landscape/NPPO Review Section comments are addressed.

SITE LANDSCAPE/NPPO SECTION COMMENTS:
1. Ensure that Zoning and Engineering comments are addressed prior to landscape section approval.

2. Delineate the total subwatershed/catchement area on the CRWHP sheet L5.0. Line 14 square footage on the Water Harvesting table should be depicted on the plan graphically with linework or a hatch. The square footage of subwatershed/catchment area totals should include the building roof drainage.

3. Show downspouts, splash pads, scuppers (if applicable), and drainage flow arrows that match the civil grading plan. This is for consistency within the entire set of civil/landscape plans for reference.

COMMENTS: Please resubmit revised drawings along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM).

Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is November 19, 2024.

2-06.4.0 CONTENT REQUIREMENTS

1. This comment was not addressed. Show the PAD boundaries on the map. COMMENT: 2-06.4.6 – As this project is located within the boundaries of a Planned Area Development (PAD)-36, include a reduced-scale map of the PAD on the first sheet, indicating the location of the portion being developed.

2. This comment was not addressed correctly. The provided table shows numerous uses that are not within the PAD boundary. Revise the table to only include the uses within the PAD boundary. COMMENT: 2-06.4.7.A.8.d - Provide the required Zoning Documentation Table on the plan, see PAD-36 Section 3 C.1. This table shall show all existing/proposed development within PAD-36. Contact the Owner/Developer for information on prior approved development. This table shall include a running Floor Area Ratio calculation for the entire PAD that meets the requirements of UDC Article 6.4.6.

2-06.4.9 - Information on Proposed Development
The following information on the proposed project shall be shown on the drawing or added as notes.

The detail does not address the lighting requirement, Article 7.4.9.B.1.e, does not address how the rack is anchored to the ground, Article 7.4.9.b.2.a, and does the 2’-5” distance required to a wall or obstruction, Article 7.4.9.b.2.g, an adjacent parking vehicle. Also, the 2’-6” required parking space, Article 7.4.9.b.2.f, is not shown correctly and should be from the edge of rack. UDC Article 7.4.9.B.1.e, 7.4.9.b.2.a & .g. The configuration of the inverted loop and the 2’ x 6” parking space is not correct. Review UDC Figure 7.4.9-C and provide the correct configuration. COMMENT: 2-06.4.9.H.5.d – Detail 4 sheet 7 shall clearly demonstrate how the requirements of UDC Articles 7.4.9.B.1.d, & .e, 7.4.9.B.2.a, .f, & .g are met for the short-term bicycle parking. Also, for your information per UDC Article 7.4.9.B.2.d a single rack is designed and located to accommodate two bicycles.

4. This comment was not fully addressed. The detail does not address the lighting requirement, Article 7.4.9.D.5. Clearly demonstrate how the requirements of 7.4.9.D.5 are met. COMMENT: 2-06.4.9.H.5.d – Provide a detail for the required long-term bicycle parking that clearly demonstrates how the requirements of UDC Article 7.4.9.D are met.
