| 03/01/2024 | Site Zoning | REQUIRES RESUBMIT | PDSD TRANSMITTAL FROM: PDSD Zoning Review PROJECT: 2019 E. 17th Street Development Package (2nd Review) TD-DEV-1123-00445 TRANSMITTAL DATE: March 01, 2024 DUE DATE: March 01, 2024 COMMENTS: Please resubmit revised drawings along with a detailed response letter, which states how all Zoning Review Section comments were addressed. This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM). Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is December 21, 2024. 2-06.4.7.A.8 - For development package documents provide: 1. COMMENT: 2-06.4.7.A.8.c – The building expansion calculation does not include all “Existing Structures” as shown on the site plan. The calculation will need to be revised to include all existing structures. 2. COMMENT: 2-06.4.7.A.8.d - Keynote 4 states “EXISTING FENCE TO REMAIN” between the two parcels, but based on aerial photos there is no fence in this location. If there is a fence between these parcels, provide copies of the approved development package that approved this fence, otherwise add the fence to the scope of work for this development package. Provide the height of the fence. 2-06.4.9 - Information on Proposed Development The following information on the proposed project shall be shown on the drawing or added as notes. 3. COMMENT: 2-06.4.9.A – As there is proposed access to parcel 129-05-131E from parcel 129-05-132B at a minimum a cross access agreement will need to be recorded and provide with the next submittal. If the access from parcel 129-05-132B is the only vehicular access to parcel 129-05-131E the two parcels combined will be considered one site and will have to be included as part of this Development Package. 4. COMMENT: 2-06.4.9.H.5.a – As all existing vehicle parking spaces shown on this plan are directly accessed from the street right-of-way this site is considered nonconforming for vehicle parking (UDC Article 7.4.6.K). As the proposed expansion exceeds 25% of the existing gross floor area of the site (UDC Article 7.4.3.E) the site is required to be brought up to full code compliance with UDC Article 7.4.6. 5. COMMENT: 2-06.4.9.H.5.a – All vehicle parking required shall meet the requirements of UDC Article 7.4.6, i.e. be located on site, all maneuvering on site, landscape requirements, etc. The parking shown on the site plan requires maneuverability into the right-of-way. Per the above standard all vehicular maneuverability in and out of the parking spaces must take place on the site. 6. COMMENT: 2-06.4.9.H.5.d – Two long-term bicycle parking spaces are required, per UDC Table 7.4.8-The location of the long-term bicycle parking will have to be shown on the site plan. Per UDC Article 7.4.9.D.2.b, long-term bicycle parking can be located inside buildings provided the bicycle parking does not create a safety hazard or impede pedestrian circulation and in an area that is visible from employee work areas or in a locked room. Add a note stating if the long-term bicycle parking is to be located inside of a building. 7. COMMENT: 2-06.4.9.Q – Provide the height within the footprint of all buildings shown on parcel 129-05-132B.
