12/27/2022 | OK to Submit - Zoning | REQUIRES RESUBMIT | PDSD TRANSMITTAL FROM: PDSD Zoning Review PROJECT: U-Haul 828034 Development Package (1st Review) TD-DEV-1122-00055 TRANSMITTAL DATE: December 27, 2022 DUE DATE: December 22, 2022 COMMENTS: Please resubmit revised drawings along with a detailed response letter, which states how all Zoning Review Section comments were addressed. This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM). Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is November 27, 2023. CONTENT REQUIREMENTS 1. COMMENT: 2-06.4.3 – Provide the development package case number, TD-DEV-1122-00055, adjacent to the title block on all sheets. 2. COMMENT: 2-06.4.4.C – The section, 14 listed on the location map is not correct and should be 15. Label all section corners and the intersection of Broadway & Camino Seco. 2-06.4.7 - General Notes The following general notes are required. Additional notes specific to each plan are required where applicable. 2-06.4.7.A - Zoning and Land Use Notes 3. COMMENT: 2-06.4.7.A.1 – Revise Zoning and Land Use Note 1 to state “EXISTING ZONING IS C-1, PROPOSED ZONING C-2. 4. COMMENT: 2-06.4.7.A.2 – The gross area of the site shall include the entire site, see comment 7 below. 5. COMMENT: 2-06.4.7.A.3 – List all rezoning conditions on the plan. Zoning was not able to find a copy of the Mayor & Council approved rezoning conditions at the time of this review. Additional comments maybe forth coming. 6. COMMENT: 2-06.4.7.A.4 – As “GROCERY STORE”, “SELF-STORAGE” and “RETAIL” are not uses classified in the UDC revise Zoning and Land Use Note 3 to state Existing use is food and beverage sales, proposed use is personal storage, subject to use specific standards 4.9.10.C.3 & .6 & general merchandise sales, excluding large retail establishment, subject to use specific standard 4.9.9.B.1. Also revise the propose land use listed under ‘DEVELOPMENT STANDARDS TABLE” to list the correct proposed uses. 2-06.4.7.A.8 - For development package documents provide: 7. COMMENT: 2-06.4.7.A.8.d – As this site is made up of eight (8) parcels, 133-31-160B, 133-31-159E, 133-31-1650, 133-31-1630, 133-31-159Q, 133-31-159T, 133-31-159V & 133-31-159W, when the proposed site is part of a larger site, the calculations encompass the entire site, whether existing or proposed. 2-06.4.9 - Information on Proposed Development The following information on the proposed project shall be shown on the drawing or added as notes. 8. COMMENT: 2-06.4.9.H.5.a – The vehicle parking space calculation is not correct and shall include the entire site, see comment 7. 9. COMMENT: 2-06.4.9.H.5.a – Based on the primary use, personal storage the number of required spaces listed is not correct and should be 15, one space per 4000 sq. ft. GFA and 2 for the office. Also the number of required accessible spaces is not correct. Per 2018 IBC Chapter 11 Table 1106.1 based on 257 spaces provided the required number of accessible parking spaces should be 7. 10. COMMENT: 2-06.4.9.H.5.a – Revise General Note 8 to show the correct IBC reference, 2018 IBC. 11. COMMENT: 2-06.4.9.H.5.c – The loading space calculation is not correct. Per UDC Table 7.5.5-A 2 type A are required. Clearly show the required loading spaces on the plan and demonstrate that the requirements of UDC Article 7.5.4 are met. 12. COMMENT: 2-06.4.9.H.5.d – A Board of Adjustment for Variance will be required for not providing the required Short-Term bicycle parking. If you elect to provide the required Short-Term bicycle parking clearly show the location on the plan and provide a detail that demonstrates how the requirements of UDC Article 7.4.9 are met. 13. COMMENT: 2-06.4.9.Q – The front setback listed for Broadway Blvd is not correct. Per the definition of Established Area Setback any site that has street frontage on a street designated on the COT MS&R map does not qualify for established area setbacks. Review UDC Article 6.4.5.C.2 and Table 6.4.5.C-1 and provide the correct required street perimeter yard setback. 14. COMMENT: 2-06.4.9.R – Provide a width dimension for the existing sidewalk that provides the required connection out to Broadway Blvd. This sidewalk shall meet the requirements of TSM Section 7-01.4.3.A. 15. COMMENT: 2-06.4.9.U - Indicate graphically, where possible, compliance with conditions of rezoning.
