05/01/2023 | Site Zoning | REQUIRES RESUBMIT | PDSD TRANSMITTAL FROM: PDSD Zoning Review PROJECT: U-Haul 828034 Development Package (2nd Review) TD-DEV-1122-00055 TRANSMITTAL DATE: May 1, 2023 DUE DATE: May 6, 2023 COMMENTS: Please resubmit revised drawings along with a detailed response letter, which states how all Zoning Review Section comments were addressed. This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM). Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is November 27, 2023. 2-06.4.7.A.8 - For development package documents provide: 1. COMMENT: 2-06.4.7.A.8.d – As this site is made up of eight (8) parcels, 133-31-160B, 133-31-159E, 133-31-1650, 133-31-1630, 133-31-159Q, 133-31-159T, 133-31-159V & 133-31-159W, when the proposed site is part of a larger site, the calculations encompass the entire site, whether existing or proposed. 2-06.4.9 - Information on Proposed Development The following information on the proposed project shall be shown on the drawing or added as notes. 2. This comment was not addressed. The provided calculation does not address the entire center. COMMENT: 2-06.4.9.H.5.a – The vehicle parking space calculation is not correct and shall include the entire site, see comment 7. 3. COMMENT: 2-06.4.9.H.5 – As “PEDESTRIAN LOADING STRIPING” has be added to sheet 2 clearly show that the minimum PAAL width is maintained between the striping and the vehicle parking to the north. 4. This comment was not addressed. Under PARKING REQUIREMENTS you show “PER UDC SECTION 7.5.4, UNDER 50,000 SF = 0” but under parking requirements you show the square footage at 115,027. COMMENT: 2-06.4.9.H.5.c – The loading space calculation is not correct. Per UDC Table 7.5.5-A 2 type A are required. Clearly show the required loading spaces on the plan and demonstrate that the requirements of UDC Article 7.5.4 are met. 5. This comment was not fully addressed. Clearly demonstrate how the requirements of UDC Articles 7.4.9.B.1.d, .e, 7.4.9.B.2.a, .b, .c, .f are met. COMMENT: 2-06.4.9.H.5.d – A Board of Adjustment for Variance will be required for not providing the required Short-Term bicycle parking. If you elect to provide the required Short-Term bicycle parking clearly show the location on the plan and provide a detail that demonstrates how the requirements of UDC Article 7.4.9 are met. 6. COMMENT: 2-06.4.9.R – Per TSM Section 7-01.4.1.F the “PEDESTRIAN LOADING STRIPING” shown on the plan cannot run between the PAAL and the parking spaces. 7. COMMENT: 2-06.4.9.R – Cleary demonstrate that the requirements of TSM Section 7-01.4.3.1.A are met for the area around the proposed short-term bicycle parking. 8. COMMENT: 2-06.4.9.U – Provide a dimension from the “EX. SOLID WASTE & RECYCLING AREA” to the R-3 zoned property to the southeast that clearly shows that rezoning condition 11 has been met.
