This plan has been reviewed for compliance with applicable development criteria in the City of Tucson Unified Development Code (UDC) Administrative Manual (AM) Section 2-11 and Technical Manual (TM) Section, and PAD-29 for landscape, native plants and water harvesting.

Please resubmit revised drawings along with a detailed response letter, which states how all Landscape/NPPO Review Section comments are addressed.

COMMENTS:
1. Ensure that Zoning, Engineering comments and concerns are addressed prior to landscape section approval.
2. NPPO was done prior to the development of the site during the PAD-29 process.
3. Provide the development package case number, TD-DEV-1122-00052, adjacent to the title block on all sheets. 2-06.4.3

6. PAD-29 Comment: Ensure that the following happens in terms of planting root zones and show how it is being accomplished with either a construction detail or a note on the plan set: Tree root zones/Planting Areas: If provided, contiguous planting areas will provide minimum 300 cubic feet, at a depth no greater than 3 feet, for tree root zone area. The PAD recognizes that the average lifespan of a parking lot tree is seven years and that adequate root zones are necessary. A twenty-foot canopy tree needs a 1,500 square foot minimum root zone, average depth of 3 feet. Root zones can be maintained while having pavement around trees that have minimum pavement openings (i.e., use of structural/engineered soil or frames/grid structures filled with soil that support vehicular travel paving). PAD-29 page 36 #11.
7. Label sight visibility triangles and ROWs (existing and future) to all landscape plans.
8. A separate irrigation water meter is required. Please label the new irrigation meter as “irrigation only”. UDC Technical Standards 4-01.-.2. A.1.
9. A Commercial Rainwater Harvesting Plan is required per UDC Technical Standards Manual – Section 4-01.3.0. and Section 5-01.0.0 Landscaping and Screening and PAD 29 (Page 36 under D. Landscape #5). Adherence to the Low Impact Development Standards outlined in Section 5 of the PCRFCD Design Standards for Stormwater Detention and Retention is required and shall work in conjunction with the Commercial Rainwater Harvesting design. Using Low Impact Development design and water harvesting provides critical basin detention and first flush retention for all new development and impervious area. COMMENTS: Please resubmit revised drawings along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM).

Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is April 03, 2024.

2-06.4.9 - Information on Proposed Development
The following information on the proposed project shall be shown on the drawing or added as notes.

COMMENT: 2-06.4.9.H.5 – Provide a fully dimensioned vehicle use area to include the PAAL width dimensions from: the curb north to the existing vehicle parking to the north, east from the proposed accessible parking spaces to the vehicle parking, south from the proposed vehicle parking spaces to the existing vehicle parking and west from the curb to the existing vehicle parking.

17. COMMENT: 2-06.4.9.H.5 – Show the required 1’ setback from the proposed drive-through to the proposed building, see UDC Article 7.4.6.F.2.a.(2).

18. COMMENT: 2-06.4.9.H.5.a – There appears to be an outdoor patio proposed. Per UDC Article 7.4.3.F.4 the patio shall be included in the square footage.

19. COMMENT: 2-06.4.9.H.5.a - A typical parking space detail shall be provided for both standard parking spaces and those for the physically disabled. Show the proposed wheel stops on the detail and provide a location dimension that meets the requirements of UDC Article 7.4.6.H.3.

20. COMMENT: 2-06.4.9.H.5.d – Provide a short-term bicycle parking detail that clearly demonstrates that the requirements of UDC Articles 7.4.9.B.1, B.2 & .C are met.

21. COMMENT: 2-06.4.9.Q – Provide the height of the proposed building within the footprint.

22. COMMENT: 2-06.4.9.R – Per TSM Section 7-01.4.1.G Sidewalks or crosswalks cannot cross any type of stacking areas for drive-through lanes. The proposed TSMR will need to be approved prior to approval of this DP. Also the TSM section listed on the TSMR application is not correct and should be 7-01.4.1.G.

23. COMMENT: 2-06.4.9.R – Provide a sidewalk width dimension for the sidewalk shown along the east end of the building.

Thank you for the opportunity to comment on TD-DEV-1122-00052, the development plan for SF drive-through coffee shop with customer walk-up window, 4725 S Landing Way. This development is located in the S.E. corner of the S.W. quarter of Section 35, Township 14S, Range 13E, of the Gila and Salt River Meridian. The development site occupies parcel number 137-05-570A, covers approximately 0.69 ± acres, and is zoned for Planned Area Development 29 (PAD-29). The nearest major roadway intersection West Irvington Road and Interstate 19, approximately 800 feet to the southeast of the subject development.
This site does lie within the Tucson International Airport avigation easement requirements and public disclosure area, FAA traffic pattern airspace, and FAA Part 77 airspace.
The Tucson Airport Authority conditionally approves the subject request contingent upon the following conditions of approval, as noted below. These conditions must be included in the development plan document and shall be identified in the general notes section of all future plans submitted to the City of Tucson for review.
Conditions of approval:
1. “According to the Federal Aviation Administration (FAA) Notice Criteria Tool, no Notice Criteria are exceeded. Applicants are therefore not required to file FAA Form 7460.
However, if the use of cranes is anticipated during development and construction
activities, the applicant must file FAA Form 7460 at least 45 days in advance of such
use, to provide the applicant with sufficient time to respond to any concerns identified by the FAA. Please file Form 7460 at ttps://oeaaa.faa.gov/oeaaa/external/portal.jsp.”
