COMMENTS: Please resubmit revised drawings along with a detailed response letter, which states how all Landscape Review Section comments were addressed.
This plan has been reviewed for compliance with applicable development criteria in the City of Tucson Unified Development Code (UDC) Administrative Manual (AM) Section 2-11 and Technical Manual (TM) Section for landscape, native plants, and water harvesting.
General Note - UDC 2-10.4.1 Identification and Descriptive Data - All improvements and site information, such as adjacent rights-of-way and property lines, shown on the landscape plan will be identical in size and location to those shown on the base plan (site plan or tentative plat). Should amendments be required to the base plan through the review process, the same amendments will be made to the landscape plan which will then be resubmitted along with the base plan.
1. The existing trees on the plan measure 12.5’, and in the field measure 23’, please adjust the diameter, and make sure there are no conflicts between existing trees and new trees.
2. Identify curb inlets/splash pads, etc. to landscape areas on grading and water harvesting plans.
3. The landscape, water harvesting, and grading plans must match.
4. Table 7.6.4-1- Requires 30” screen adjacent to parking areas along MS&R streets, 5’ screen along non-MS&R streets, adjacent to residential or office uses, a 5’ wall is required.
5. Consider using an organic groundcover such as mulch instead of d.g., it’s less expensive and improves existing soil.
6. Installing landscape/irrigation in the right of way requires approval from DoT&M, contact david.marhefka@tucsonaz.gov, plans cannot be approved without the department’s consent. Please make sure that this approval is submitted with resubmittal documents.
7. Please label the separate irrigation meter “irrigation only”. UDC Technical Standards 4-01.6.1.A.1.
8. Provide a detail to show tree planting with root barrier adjacent to walkways.

COMMENTS: Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is November 8, 2023.

SECTION 2-06.0.0: DEVELOPMENT PACKAGE (TENTATIVE PLATS AND SITE PLANS)


CONTENT REQUIREMENTS

1. COMMENT: 2-06.4.3 - Provide the development package case number, TD-DEV-1122-00030, adjacent to the title block on each sheet.

2. COMMENT: 2-06.4.7.A.4 – Include a General Note that identifies the existing use of the property.

3. COMMENT: 2-06.4.7.a.6 – Include Gateway Corridor in General Note #23 regarding overlays. - the site is within the Gateway Corridor Zone of the Route Major Streets and Routes Overlay.

4. COMMENT: 2-06.4.7.A.6.a – In the lower right corner of each sheet, provide the case number for the Marijuana Use Authorization – T22SA00211 – and the date of approval as it appears on the Letter.

5. COMMENT: 2-06.4.7.A.8.c – Provide a General Note with the percent of proposed expansion of the building.

6. COMMENT: 2-06.4.8.C – Provide the dimensions for the Grant Road right of way adjacent to the site. Dimension the width to demonstrate compliance with TSM 10-01 for Pedestrian Circulation in the right of way.

7. COMMENT: 2-06.4.H.5 – Dimension the back-up spurs to demonstrate compliance with UDC 7.4.6.F.4.a and b – “a back-up spur must be provided at the end of a row of parking if no ingress or egress is provided at that end. The spur must be a minimum distance of three feet in depth and have a three-foot radius and a wheel barrier to prevent encroachment onto any unsurfaced areas.” It does not appear that the back-up spur on the southern end of the parking space row to the east is meeting the three-foot radius requirement, but currently is showing a 2.5” radius.

8. COMMENT: 2-06.4.H.5 – Clarify if there will be any lighting in the vehicular use area and if so, demonstrate compliance with UDC 7.4.6.J – “Lighting provided in the vehicular use area or for bicycle parking facility must be in compliance with the adopted Outdoor Lighting Code of the City of Tucson.

9. COMMENT: 2-06.4.H.5 Provide arrows demonstrating the flow of traffic in the vehicular use area on the site and clarify how you will be maintaining the traffic direction. One-way access lanes not acting as a fire lane can be a minimum of 10’ wide and require a 2-foot setback from any obstruction over 6” in height.

10. COMMENT: 2-06.4.9.H.5.d – Demonstrate how the proposal is complying with UDC 7.4.9.D.5 – “Long-term bicycle parking not within a building must be lit by overhead lighting.”

11. COMMENT: 2-06.4.9.Q – Provide the specific use proposed within the footprint of the building on the site plan.

12. COMMENT: 2-06.4.9.R.a – As you are proposing an expansion greater than 25% the standards in TSM 7-01 are required to be met for the entire site (TSM 7-01.2.B.2). Demonstrate pedestrian circulation/access to the trash enclosure and to the long-term bicycle parking (TSM 7-01.3.3).

13. COMMENT: 2-06.4.9.R.b – Per TSM 7-01.4.A at least one sidewalk is required to a project from each street on which the project has frontage. Ensure sidewalks are contacting all areas of development and must also connect to the pedestrian circulation path located along any adjacent street.

14. COMMENT: 2-06.5.9.R.c – Per TSM 7-01.4.B, a sidewalk is required adjacent and parallel to any access lane on the side where the buildings are located – provide a sidewalk along the southern and western sides of the building.
