Hoff Av. – Multifamily Development Package (1st Review) TD-DEV-1122-00018 TRANSMITTAL DATE: May 10, 2023 DUE DATE: May 20, 2023 COMMENTS: Please resubmit revised drawings along with a detailed response letter, which states how all Zoning Review Section comments were addressed. This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM). Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is April 26, 2024. 2-06.3.0 FORMAT REQUIREMENTS 1. COMMENT: 2-06.3.2 – All mapped data shall be drawn at an engineering scale having no more than 50 feet to the inch. CONTENT REQUIREMENTS 2. COMMENT: 2-06.4.1 – Provide an email address for the Surveyor listed on sheet 1. 3. COMMENT: 2-06.4.3 – Provide the development package case number, TD-DEV-1122-00018 adjacent to the title block on all sheets. 4. COMMENT: 2-06.4.4 – The location map shall be drawn at a minimum scale of three inch equals one mile. 5. COMMENT: 2-06.4.4.B - Identify all streets that abut the subject property on the location map. 6. COMMENT: 2-06.4.4.C – Once the location map is drawn to the required scale additional section corners may need to be shown. 2-06.4.7 - General Notes 2-06.4.7.A - Zoning and Land Use Notes 7. COMMENT: 2-06.4.7.A.6.a – If applicable list additional applications and overlays, by case number (if applicable), in lower right corner of each sheet. COMMENT: 2-06.4.7.A.8.b – As multifamily is considered a nonresidential use remove the reference to lot coverage from the plan as it is not applicable, see UDC Article 6.3.3.C and Table 6.3-4.A. 2-06.4.9 - Information on Proposed Development The following information on the proposed project shall be shown on the drawing or added as notes. 10. COMMENT: 2-06.4.9.H.5 – Per UDC Article 7.4.6.K A street or alley cannot be used for maneuvering directly into or from any parking space located wholly or partially outside the public right-of-way, a Board of Adjustment for Variance maybe required. 11. COMMENT: 2-06.4.9.H.5.a - Per UDC Article 7.4.6.A all required vehicle parking spaces shall be provided on site. 12. COMMENT: 2-06.4.9.H.5.a – The vehicle parking space calculation is not correct. Per UDC Table TABLE 7.4.4-1: RESIDENTIAL USE GROUP, Multifamily Dwellings - 0-70 units/acre a 2 bedroom unit requires 2 spaces and a 3 bedroom unit requires 2.25 spaces. A Board of Adjustment for Variance or a Individual Parking Plan will be required to reduce the number of required vehicle parking spaces. 13. COMMENT: 2-06.4.9.H.5.a – The vehicle parking space calculation shall include the number of accessible vehicle parking spaces required and provided. Per 2018 IBC Chapter 11 Section 1106.5 the required accessible space is required to be van accessible and meet the requirements of ICC A117.1-2009 Section 502.2. 14. COMMENT: 2-06.4.9.H.5.d – The number of required short-term bicycle parking spaces is not correct and should show 2 required. 15. COMMENT: 2-06.4.9.H.5.d – The proposed location of the short-term bicycle parking does not meet the requirements of 7.4.9.C.2.(1). C. 16. COMMENT: 2-06.4.9.H.5.d – Demonstrate on the plan or detail how the requirements of UDC Article 7.4.9.B.1e are met. 17. COMMENT: 2-06.4.9.O – Based on amendments to the UDC adopted April 21, 2023, the “FRONT” setback shown is not totally correct. The amendment removed the “1-1/2H” requirement.
