Waiving of Detention requirement Response:
• It has been conditionally approved to remove the requirements of detention for this proposal. Justification: Site is less than one acres, site is majorly unimpacted by offsite flows, and site demonstrates functionality regarding drainage. Note: Approval can be revoked up till final DP approval if site undergoes extreme changes and/or details arise that may present concern for overall drainage based on how comments are addressed.
Site Engineering Comments:
1. Minimum freeboard shall be 6 inches within basins constructed below natural grade and 12 inches within basins designed with an embankment. DSSDR 4.4.1.1 Freeboard is measured from the 100-yr WSE to the top of the basin, Basin #1 currently shows a top elevation of 2507.84 with a WSE of 2507.80. Revise to meet minimum freeboard standards for both Basin #1 & #2. (Sheet C4.0 – Phase 1 Grading)
2. Revise trash enclosure detail and grading plan (Sheet C4.1 – Phase 2 Grading) to show the ramps slope being 2% away from enclosure as well as the enclosure slab sloping 1% to the gate.
3. Swales may be lined with angular rock with a D50 of at least 4 inches to roughen the flow path. DSSDR 5.10.1 Revise Rip-Rap Swale detail to fall in compliance with this requirement.
4. The drainage document has tables with the title “Phase 1,” It will be asked that this be revised to show that across both phases 1 & 2, these basins will exist as well as including a First-flush table for both Phase 1 and 2 to show the change in impervious coverage and that across both phases First-flush is fully accounted for.
5. Provide a table in the drainage report showing both Pre-development and post-development peak rates for the 2-, 10-, 100-yr events to ensure that the waiving of detention will not create an adverse impact to surrounding developments.
6. Previous comment #5 not fully addressed. Percolation testing will be required to be done at both basin locations in order to satisfy the requirements. If the depth of retention is reduced to 6-9 inches, then further testing will not be required.

It should be noted that additional Site Engineering comments may be forthcoming in future review cycles as provided comments and development changes may bring forth further callouts.

Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is October 31, 2026.

Tucson Electric Power Company (TEP) has reviewed and approved the development
plan submitted 1/12/2026. There are existing facilities within the development which are
not depicted upon the plan. POSSIBLE CONFLICTS WITH UNDERGROUND
PRIMARY LINE. PLEASE CONTACT TEP DESIGN IF RELOCATION IS REQUIRED.
Enclosed is a copy of a TEP facilities map showing the approximate location of the
existing facilities. Any relocation costs will be billable to the customer.
To apply for electric service, please call the New Construction department at (520) 918-
8300. Please submit a final set of plans including approved site, electric load, paving
off-site improvements and irrigation plans. If available, include a PDF version of the
plans.
