Tucson Electric Power Company (TEP) has reviewed and cannot approve the
development plan submitted 10/30/2025. There are existing facilities within the
development which are not depicted upon the plan. Junction box AZB-3 is not depicted
on the utility plans and appears to be in conflict with the trash enclosure. Further: TEP
existing 10' easement - Docket-6529 Page-916 must be shown on the plans.
Enclosed is a copy of a TEP facilities map showing the approximate location of the
existing facilities. Any relocation costs will be billable to the customer.
To apply for electric service, please call the New Construction department at (520) 918-
8300. Please submit a final set of plans including approved site, electric load, paving
off-site improvements and irrigation plans. If available, include a PDF version of the
plans.
If easements are required, they will be secured by separate instrument. Should you

Site Engineering Comments:
1. Provide the development package case number, TD-DEV-1025-00258, adjacent to the title block on all sheets.
2. Clearly show downspouts and sidewalk scuppers for the building to ensure that stormwater from roof drains, up to and including flow from the ten-year storm event, does not pass over sidewalks per Technical Standards Manual 7-01.4.3E. Sheet 7 has keynote #10 but unsure where exactly this can be seen from the plans provided.
3. Show the 2ft minimum grading setback from the property line on the grading plan TSM 2-01.9.0
4. Show that erosion protection is used for all inlet and outlet structures. The erosion protection shall extend below the finished grade of the basin floor and/or side slope to the appropriate design depth. DSSDR 4.8.1.4 It can be seen for the center curb cut but not for the others.
5. Provide a descriptor box adjacent to each basin on the site plan (Includes Stormwater Harvesting basins/landscaping). Include a leader arrow to the basin or provide a label for the basin and reference the label on the top of the descriptor box. Include the following applicable information in the descriptor box: a. Total volume, cubic feet or acre feet; b. If applicable, detention volume, cubic feet or acre feet; c. If applicable, retention volume, cubic feet; d. If applicable, first-flush retention volume, cubic feet; e. If applicable, Q100 in, cubic feet per second; f. If applicable, Q100 out, cubic feet per second; g. Basin top elevation, feet; h. 100-year water surface elevation, feet; and i. 100-year ponding depth, (measured from the lowest elevation of the basin), feet. DSSDR 11.1.3
6. On sheet 7 the area to the west of the building shows a 1:1 slope and calls out dumped riprap but detail P on sheet 10 shows grouted riprap please revise sheet 7 to call out grouted riprap. DSSDR 4.7.1 Table 4.1
7. The curb openings shall be a maximum of 2 feet in width with 45-degree sloped sides for the stormwater harvesting basin. DSSDR 5.4.1.d
8. Basin side slopes shall be 3:1 or flatter for roadside stormwater harvesting basins DSSDR 5.4.2

COMMENTS: Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is October 21, 2025.

SECTION 2-06.0.0: DEVELOPMENT PACKAGE (TENTATIVE PLATS AND SITE PLANS)


1. COMMENT: 2-06.4.2.B – Provide a brief legal description in the title block on each sheet.

2. COMMENT: 2-06.4.3 - Provide the development package case number, TD-DEV-1025-00258 adjacent to the title block on each sheet.

3. COMMENT: 2-06.4.4.A – In the project location map on the cover sheet, show the subject property approximately centered within the one square mile area;

4. COMMENT: 2-06.4.4.B - In the project location map on the cover sheet, identify major streets and regional watercourses within the square mile area and all streets that abut the subject property; and,

5. COMMENT: 2-06.4.7.A.4 - Correct the listed use specific standards per UDC 4.8.6. Retail - General Merchandise Sales, excluding Large Retail Establishment in C-1 is subject to UDC 4.9.9.B.3 and 4.9.13.O, and the cover sheet states UDC 4.9.9.B.1, which is not applicable.

6. COMMENT: 2-60.4.7.A.6 – As the site is within the Major Streets and Routes Scenic Corridor Overlay Zone, compliance with UDC 5.3.6.B, “A site that has at least 200 feet of frontage along a Scenic Route must provide view corridors as follows:
1. The view corridor(s) shall have a combined width of at least 20% of that frontage; and,
2. There must be at least one view corridor from the Scenic Route into and through that portion of the project that lies within the SCZ. (See Figure 5.3-D.)

7. COMMENT: 2-60.4.7.A.6 – As the site is within the Major Streets and Routes Scenic Corridor Overlay Zone, demonstrate compliance with UDC 5.3.10.A “Building or structure surfaces that are visible from the Scenic Route, shall have colors that are predominant within the surrounding landscape, such as desert and earth tones.

8. COMMENT: 2-06.4.7.A.8.a – Provide the floor area for each building in a note.

9. COMMENT: 2-06.4.8.B – Provide the recordation information of the Cross Access Agreement.

12. COMMENT: 2-06.4.9.H.5.a – it appears the proposed development is removing some parking from the adjacent property to the north (APN 11451141A) which is a part of a shopping center. Provide a parking calculation for the entire shopping center with the required and provided number of parking spaces. 14. COMMENT: 2-06.4.9.S – Show existing or proposed pedestrian circulation along abutting right-of-way. Such sidewalk must comply with accessibility requirements for the physically disabled and the design criteria in Section 10-01.0.0, Street Technical Standards, of the Technical Standards Manual.
