04/07/2026 Site Zoning Standard REQUIRES RESUBMIT 1. COMMENT: These comments were reviewed in coordination with Nicholas Ross, Section Manager, Site Zoning and Stephen Blood, Section Manager, Site Engineering.

2. COMMENT: This site is bounded on both E Tanque Verde Bl and E Catalina Hy. Both of these area on the Major Streets & Routes plan and identified as Scenic. As such, this site is covered by the Scenic Corridor Zone (SCZ). Add a separate general note that this site is subject to UDC 5.3, Scenic Corridor Zone.

3. COMMENT: Per UDC 5.3.4.A.1 and 3., “A buffer area 30 feet wide, adjacent to the MS&R future right-of-way line, is required and shall be preserved and maintained in its natural state…” and “The buffer area shall be restored as closely to its natural state as possible In areas where public safety or the delivery of public services precludes preservation of existing vegetation…” Draw, dimension, and label the two 3-foot SCZ setback areas on the site plan.

4. COMMENT: Per UDC 5.3.4.A.2., “No development or improvements shall occur in a Scenic Corridor buffer area except as provided in Section 5.3.4.C, Permitted Improvements;” Drainage basins and other stormwater infrastructure are not permitted within the SCZ setback area where they are currently shown.

The UDC defines development as “Any human alteration to the state of land, including its vegetation, soil, geology, or hydrology, for any residential, commercial, industrial, utility, or other use, such as, but not limited to, clearing, grubbing, or grading of land, and structural improvements, e.g., buildings, walls, fences, signs, and vehicular use areas.”

The UDC defines improvements as “Any on-site or off-site improvements, such as, but not limited to, refuse container enclosures, streets, sidewalks, sewer, water, and electric utility installations, drainage and flood control facilities, monuments or other similar facilities or developments for which the City of Tucson may ultimately assume responsibility for maintenance and operation, or landscaping, screening, or other site improvements required by the Tucson Unified Development Code (UDC) or other appropriate City code.”

UDC 5.3.4.C, described permitted improvements within the SCZ setback area, which does not include drainage, flood, or stormwater improvements.

5. COMMENT: Per UDC 5.3.4.D., “Any portion of the Scenic Route buffer area and the MS&R right-of-way disturbed by development activity shall be revegetated with native vegetation.”
