Site Engineering Review Comments:
1. Provide the development package case number, TD-DEV-1025-00252, adjacent to the title block on all sheets
2. As a wash runs along the Western property boundary – Delineate the banks/area associated with this wash. This includes showing the possible floodplain limits in the case flows are regulatory. As this is a recognized wash, it is required that no disturbance be done to this area. If the flows are regulatory (likely as the plats around the area show significant flow rates), It would be required that a potential erosion hazard setback be analyzed/calculated to ensure no adverse impact are created by the amount of fill being brought in. The associated Q flow rates should be shown on the plan set accordingly.
3. Provide clarification if fill pad will be compacted at this stage of development. TSM 2-01.8.4
4. Provide a total area of disturbance value with the Earthwork quantities.
Differential & Engineered Grading Comments:
5. As the placement of fill is shown to be an average height of 6-feet, differential grading has been triggered per TSM 2-01.8.1.A. Refer to comments below regarding requirements:
a. Written justification based on engineering/technical reasons for the use of this fill TSM 2-01.8.1.A.1
b. Written Permission of the PDSD Director TSM 2-01.8.1.A.2
c. Notification of property owners adjacent to the fill site prior to the final approval of this grading/stockpiling plan. TSM 2-01.8.1.A.3

6. As the work shown falls under the “Engineered Grading” designation as shown through TSM 2-01.4.1.C, provide the soils and Geotech report associated with the development. As this is simply a stockpiling use atm due to unforeseen future development, a simple soils report and Geotech memo will be sufficient. They should address:
a. Additional slope treatment requirements based on determined fill characteristics
b. Soil stability with no compaction done
c. Necessary benching requirements and site preparation details
7. Show both existing and proposed elevations and contours. TSM 2-01.4.1.C.2
8. Ensure the proposed fill falls within compliance with TSM 2-01.8.2 – especially regarding the width of toe of fill necessary.
9. Ensure the proposed fill falls within compliance with TSM 2-01.8.3 – potential rock disposal areas should be shown on the grading plan.

COMMENTS: Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is March 20, 2027.
