Enclosed is a copy of a TEP facilities map showing the approximate location of the existing facilities. Any relocation costs will be billable to the customer. To apply for electric service, please call the New Construction department at (520) 918-8300. Please submit a final set of plans including approved site, electric load, paving off-site improvements and irrigation plans. If available, include a PDF version of the plans. Comments: 1. UDC 7.4.6.K – City code does not allow backing up directly onto the street from on-site parking or partially on-site parking. Angled parking on E 3rd St should be moved entirely into the ROW. 2. A pedestrian easement will be required for the proposed sidewalk along E 3rd St frontage. Contact Bob Beecher with Department of Transportation and Mobility Real Estate at bob.beecher@tucsonaz.gov for instructions. 3. Sidewalk along E 3rd St should be 5’ wide for the entire frontage. Some of the sidewalk is shown as 4.5’ wide. 4. TSM 10-01.3.3.D.1.d - Lateral transitions in sidewalk shall be no sharper than 3:1, longitudinal to lateral. Please show on the site plan that the lateral jogs in the sidewalk along E 3rd St. and along N Dodge Bl are no sharper than 3:1. See P. A. G. SD 206 for an example. 5. SDG 3-14 - Maintain a level elevation for the sidewalk where the sidewalk is crossed by the driveway. Show this level is maintained by adjusting spot elevations on the grading detail on page 4 of 12 so that the elevations are consistent adjacent to the driveway as well as where the sidewalk is crossed by the driveway. Elevations in the parking lot may need to be updated to maintain drainage design. This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM). Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date November 14, 2024 1. 2-06.4.3 – Add the Development Package number TD-DEV-1023-00438 adjacent to the title block. 2. 2-06.4.7.A.4 - Clarify the number of residents proposed per UDC Table 4.8-2. Edit General Note 3 to establish the maximum number of residents. 3. 2-06.4.7.A.6.a – It is acknowledged that there is an existing application for a TSMR/PDMR and an IPP. Zoning will ask that a note be added to the plan-set indicating the date of approval of the TSMR/PDMR and IPP once it has been reviewed. 4. 2-06.4.9.H.5.a - Show all motor vehicle off-street parking spaces provided, fully dimensioned. As a note, provide calculations on the number of spaces required (include the ratio used) and the number provided, including the number of spaces required and provided for the physically disabled. Comment: General Note 18 indicates that there are 7 spaces provided on-site. 5 of those spaces appear to be mostly in the right-of-way. Edit the note to show that only 2 spaces are on-site. 5. 2-06.4.9.H.5.b – Because most of the motor vehicle parking spaces are proposed off-site an Individual Parking Plan (IPP) must be applied per UDC 7.4.5.A.4. Please reach out to Mark.Castro@tucsonaz.gov for more information. In addition to the parking spaces being in the right-of-way, the IPP will need to address the reduction from 33 required spaces to 18 provided spaces. 6. 2-06.4.9.R - Show on-site pedestrian circulation and refuge utilizing location and the design criteria in Section 7-01.0.0, Pedestrian Access, of the Technical Standards Manual. 7. 2-06.4.9.T – Technical Standard 8-01.5.3.B does not appear to be satisfied. I recommend adding multiple highly visible “BACK IN PARKING ONLY” signs. And given that not everyone will follow instructions, I would also request that the developer add a westbound-facing shared-lane marking about 20’ east of the accessible parking spaces, offset 12’ from the north curbline, in order to guide bicycle riders to the proper lateral positioning in the street rather than riding closer to the edge where conflicts are harder to avoid. - Ryan Fagan, DTM Planning Division. | ||
