Site design including grading and drainage design, paving plan, and on-site utilities./ 7655 S Kolb Rd, Tucson, AZ 85756, Received May 31, 2024 To whom this may concern, Thank you for the opportunity to comment on TD-DEV-1023-00423, 2 nd Submittal, the development plan for constructing a new Tucson Police Department Annex facility at 7655 South Kolb Road. This development is located in the S.W. quarter of the N.W. quarter of Section 20, Township 15S, Range 15E, of the Gila and Salt River Meridian. The development site occupies parcel number 141-22-004W, covers approximately 4.01 ± acres, and is zoned as Rural Homestead Zone (RH). The nearest major roadway intersection is South Kolb Road and East Camino Boleadoras, approximately 200 feet to the southwest of the subject development. This site does lie within the Tucson International Airport avigation easement requirements and public disclosure area, FAA traffic pattern airspace, and FAA Part 77 airspace. The Tucson Airport Authority approves the proposed project and is not requiring a resubmittal. SITE DESIGN INCLUDING GRADING AND DRAINAGE DESIGN, PAVING PLAN, AND ON-SITE UTILITIES ACTIVITY NO: TD-DEV-1023-00423 ADDRESS/PARCEL: 7655 S KOLB RD/14122004W ZONING: RH RURAL HOMESTEAD ZONE This plan has been reviewed for compliance with applicable development criteria in the City of Tucson Unified Development Code (UDC) Administrative Manual (AM) Section 2-11 and Technical Manual (TM) Section for landscape, native plants, and water harvesting. Please resubmit revised drawings along with a detailed response letter, which states how all Landscape/NPPO Review Section comments are addressed. SITE LANDSCAPE/NPPO SECTION COMMENTS: 1. Ensure that all other CoT PDSD comments and concerns are addressed prior to landscape section approval. 2. Show additional irrigation sleeves for irrigation service lines crossing hardscape. 3. ADDITIONAL COMMENT FROM PREVIOUS REVIEWER COMMENTS: Not all the WHIA’s have contouring associated with them. Make it obvious that they are basins on the CRWHP and make sure the contouring matches the civil plans. Example: WHIA-3 next to the basketball court, if this area is depressed for water harvesting, can contours be shown? In addition, provide a note on the CRWHP that refers to the table for WHIA depth, and callout to the civil plans for elevations, slope, etc. These items will help coordinate the construction of the project. 4. A rainwater harvesting basin schematic detail would be a welcomed addition to the plans as well. If an example of this detail is needed, please reach out and I will send you the graphic. 5. ADDITIONAL COMMENT FROM PREVIOUS REVIEWER COMMENTS: On the rainwater harvesting calculations spreadsheet, several of the WHIA depths are 4-inch depth. Is there a reason that they are less than the 6-inches including the 2-inch depth of inorganic groundcover? This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM). Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is October 19, 2024. 2-06.4.7 - General Notes The following general notes are required. Additional notes specific to each plan are required where applicable. 2-06.4.7.A - Zoning and Land Use Notes 1. This comment was not fully addressed. The Special Exception case number was not provided on sheets 13 – 25. COMMENT: 2-06.4.7.A.6.a – Provide the Special Exception case number on all sheets of the DP adjacent to the title block and provide the conditions of approval on the plan. 2-06.4.7.A.8 - For development package documents provide: 2. This comment was not addressed correctly. Per UDC Article 6.4.6.C.2 FAR is not expressed in a percentage. Review the Nonresidential project example shown in UDC Figure 6.4.6-B and provide a correct calculation. COMMENT: 2-06.4.7.A.8.b – Provide a Floor Area Ratio (FAR) calculation that meets the requirements of UDC Article 6.4.6.C.2.
