TD-DEV-1023-00414 PROJECT: DOWNTOWN DISPENSARY DRIVE-THRU ADDRESS/PARCEL: 221 E 6TH ST/117-04-2710 ZONING: C-1 This plan has been reviewed for compliance with applicable development criteria in the City of Tucson Unified Development Code (UDC) Administrative Manual (AM) Section 2-11 and Technical Manual (TM) Section for landscape, native plants and water harvesting. COMMENTS: 1. Ensure all Zoning and Engineering comments are addressed prior to the Landscape/NPPO comments. 2. Please include the correct Development Package number, TD-DEV-1023-00414 on all landscape & NPPO sheets. 3. Please reach out to the Landscape Architect (via email below) prior to resubmittal to ensure the plan set meets code standards to ensure minimal review time. 4. There must be an NPPO waiver. An NPPO is required per UDC 7.7.3-B. A Native Plant Preservation Plan, Section 7.7.4, is required to be submitted or approved or a request for an exception from the Native Plant Preservation requirements approved in accordance with Sections 7.7.3.D.3 & .4 of the UDC and Admin. Manual Section 2-11.0.0 prior to Grading Plan approval. NPPO waiver emailed. 5. A landscape plan is required per 7.6.2.B.1-b. The Unified Development Code (UDC) requires all new development or an expansion of greater than 25% of an existing development to submit a landscape plan, UDC 7.6.2. Preparation of the landscape plan shall adhere to UDC 7.6.4 and Administrative Manual 2-10. 6. There will also need to be an irrigation plan submitted/ 7. Please label all existing and future rights of way for E 17th ST. 7.6.4.C.2.a. on all sheets 8. Show all site visibility triangles on plan set sheets. 9. A Commercial Rainwater Harvesting plan is required per UDC Technical Standards Manual – Section 4-01.3.0. and Section 5-01.0.0 Landscaping and Screening. Adherence to the Low Impact Development Standards outlined in Section 5 of the PCRFCD Design Standards for Stormwater Detention and Retention is required and shall work in conjunction with the Commercial Rainwater Harvesting design. Using Low Impact Development design and water harvesting provides critical basin detention and first flush retention for all new development and impervious area. | 11/14/2023 | Site Zoning | REQUIRES RESUBMIT | CDRC TRANSMITTAL TO: Development Services Department Plans Coordination Office FROM: Loran Shamis PDSD Zoning Review Section PROJECT: Downtown Dispensary – Drive through addition Development Package (1st Review) TD-DEV-1023-00414 TRANSMITTAL DATE: November 14, 2023 DUE DATE: November 15, 2023 COMMENTS: Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed. Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is October 7, 2024. SECTION 2-06.0.0: DEVELOPMENT PACKAGE (TENTATIVE PLATS AND SITE PLANS) 1. COMMENT: A separate demolition permit is required. 2. COMMENT: 2-06.4.1 – Provide an email address for the owner/developer. 3. COMMENT: 2-06.4.3 - Provide the development package case number, TD-DEV-1023-00414, adjacent to the title block on each sheet. 4. COMMENT: 2-06.4.7.A.4 - Correct the note for the existing and proposed use to “Retail Use – Marijuana Dispensary subject to use specific standards 4.9.9.E.1.” 5. COMMENT: 2-06.4.7.A.6 – Include a note with the activity number for the Marijuana Use Authorization Letter and the date of approval, TZ-PMT-1122-00007 approved December 12, 2022. 6. COMMENT: 2-06.4.7.A.6.a – Include a note stating the project is in compliance with UDC 5.4 Major Streets and Routes Overlay. 7. COMMENT: 2-06.4.8.B – If applicable, demonstrate all easements on the plan with the recordation information, location, width, and purpose of all easements on site. 8. COMMENT: 2-06.4.8.C – Dimension the adjacent right of way - provide the name, right of way width, recordation data, type and dimensioned width of paving, curbs, curb cuts, and sidewalks. 9. COMMENT: 2-06.4.9.F – Label all the existing zoning classifications on and adjacent to the project (including across any adjacent right-of-way). 10. COMMENT: 2-06.4.9.H.5 - Clarify the width of the proposed drive-through. The drive-through is required to be a minimum of 9’ in width (UDC 7.4.7.B.1) with a 1’ setback when the drive-through is adjacent to a structure (UDC 7.4.6.F.2.a.2). The total drive through width when adjacent to the fence is required to be 11’ wide.. A Board of Adjustments Variance request would be required to approve the design of the drive-through proposal. 11. COMMENT: 2-06.4.9.H.5 - Ensure the new wheel stop curbing called out in keynote 23 is a minimum of 2.5’ from the front of the parking space (UDC 7.4.6.H.3). Currently the parking space detail shows the wheel stop 1.5’ from the front of the parking space. 12. COMMENT: 2-06.4.9.H.5.a - Provide a note with the parking calculation and how you are addressing the parking requirement. 13. COMMENT: 2-06.4.9.H.5.a – The parking space to the west of the proposed drive-through curbing requires a back-up spur that meets the requirements of UDC 7.4.6.F.4.. A backup spur must be provided at the end of a row of parking if no ingress or egress is provided at that end. The spur must be a minimum of three feet in depth and have a three-foot radii and a wheel barrier. Refer to UDC Figure 7.4.6-B. 14. COMMENT: 2-06.4.9.H.5.a – Per the ICC, the ADA accessible parking space is required to be located on the shortest accessible route of travel from adjacent parking to an accessible building entrance. 15. COMMENT: 2-06.4.9.H.5.a – Demonstrate the maneuverability of the parking space on the southeast corner of the parking area to ensure vehicle can maneuver completely on-site to comply with UDC 7.4.6.K, which states a street or alley can not be used for maneuvering directly into or from any parking space. 16. COMMENT: 2-06.4.9.Q – Provide the square footage and the height of each building and the use within the footprint of the buildings. 17. COMMENT: 2-06.4.9.R – Demonstrate there is an ADA accessible path from the ADA parking space that is a minimum of 4’ wide. It appears there is a light pole obstructing access from the ADA access aisle to the sidewalk in the right of way. 18. COMMENT: 2-06.4.9.S – Show existing pedestrian circulation along abutting right-of-way. Sidewalks must comply with accessibility requirements for the physically disabled and the design criteria in Section 10-01.0.0, Street Technical Standards. 19. COMMENT: 2-06.4.9.T – Clarify where the refuge collection area is located. 20. COMMENT: 2-06.4.9.W – Indicate the locations and types of proposed signs (wall, free-standing, pedestal) to assure there are no conflicts with other requirements and that minimal locational requirements can be met.
