COMMENTS: Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

This plan has been reviewed for compliance with the Unified Development Code (UDC), Administrative Manual (AM) Section 2-06.0.0, and the Technical Standards Manual (TSM).

Per UDC Section 3.3.3.G.5.c, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year expiration date is December 19, 2024.

1. COMMENT: 2-06.4.7.A.4 – The proposed detached storage building is not considered a principal use. Remove references to Personal Storage from the development package drawings.

2. COMMENT: 2-06.4.7.A.8.a – This comment was not entirely addressed. Provide the sequence number of the covenant once recorded. As stated in an electronic communication dated November 21, 2023, TD-DEV-1022-00004 cannot be approved until a covenant that has been recorded with the Pima County Recorder’s Office has been provided.

3. COMMENT: 2-06.4.9.H.5 – Provide back-up spurs at the end of the proposed rows of parking. The spurs must be a minimum of three feet in depth and have a three foot radii and a wheel barrier to prevent encroachment onto any unsurfaced area (UDC 7.4.6.F.4.a and .b).

4. COMMENT: 2-06.4.9.H.5 – Show that the wheel stop for the accessible parking space is at least two and one-half feet from the front of the parking space (UDC 7.4.6.H.3). This dimension appears to have been removed from this submittal.

5. COMMENT: 2-06.4.9.H.5.a – This comment was not entirely addressed. Provide the correct parking formulas and total number of motor vehicle parking spaces required prior to any reductions on Sheet A0.01.

The correct motor vehicle parking calculation is 34 spaces for the proposed Food Service use (building and outdoor dining areas) and 1 space for the proposed storage structure (35 total). Per UDC 7.4.5.D, non-residential uses with a parking formula of one space per square feet gross floor area listed as a contributing property in a National Register Historic District do not require any parking as long as the contributing structure is maintained.

6. COMMENT: 2-06.4.9.H.5.d – Sheet A0.01 indicates that 22 short-term and 38 long-term bicycle parking spaces are proposed; however, Sheet A1.01 appears to show 38 short-term and four long-term bicycle parking spaces. Clarify the correct number of short- and long-term spaces proposed.

7. COMMENT: 2-06.4.9.H.5.d – Ensure the proposed short-term bicycle parking spaces within the right-of-way are constructed based on the detail provided by the DTM Traffic Engineering reviewer.

8. COMMENT: 2-06.4.9.H.5.d – Demonstrate that short-term bicycle parking spaces labeled one through twelve are located within 50 feet of a public entrance to a building per UDC 7.4.9.C.2.

9. COMMENT: 2-06.4.9.H.5.d – Demonstrate that the bike racks associated with short-term bicycle parking spaces labeled one through twelve are at least two and one-half feet from the waste enclosure (UDC 7.4.9.B.2.g). All proposed short-term bicycle parking is required to adhere to all of UDC 7.4.9.B.

10. COMMENT: 2-06.4.9.Q - Provide the height of the proposed storage building within the footprint of the building.

11. COMMENT: 2-06.4.9.R – This comment was not addressed. The proposed van accessible handicapped sign shall provide a minimum unobstructed vertical clearance of 84 inches per TSM 7-01.4.3.B. The bottom of the signage shall be at least 84 inches above the sidewalk.
